The Blue Ridge Regional Jail Authority (BRRJA) was created in 1994 by Member Jurisdictions for the purpose of developing and operating a regional jail system; which was established by acquiring, renovating, and expanding existing jail facilities and constructing additional jail facilities. Member Jurisdictions were faced with increasing jail populations resulting in the need for additional capacity, which was exacerbated by the poor physical condition of many of the existing facilities. The Member Jurisdictions were the Cities of Bedford and Lynchburg and the Counties of Bedford, Campbell, and Halifax. Faced with similar problems of overcrowding and deteriorating physical structures, the Counties of Amherst and Appomattox joined the Authority in 2007.
The Lynchburg Adult Detention Center is operated under the direction of Major Raymond F. (Ray) Espinoza and employs 134 staff members. It is the largest BRRJA facility with a rated capacity of 429 inmates and is designed as a direct supervision operation. This facility provides central food and laundry for all BRRJA sites with the exception of Amherst.
The Lynchburg Adult Detention Center is located at 510 Ninth Street in Lynchburg, VA 24504. The mailing address is P.O. Box 6018, Lynchburg, VA 24505.
