This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. The JRCC is a medium-custody facility under the North Dakota Department of Corrections and Rehabilitation, housing male inmates. Established in June 1998, JRCC underwent a renovation of a former North Dakota State Hospital building constructed in 1936, with a project budget of $6,318,641, primarily funded by a Federal Crime Bill Construction grant and state appropriations. With a six-floor main building spanning 87,530 square feet, JRCC accommodates a maximum of 365 inmates.

The facility's layout includes administrative offices, medical services, patient rooms, and disciplinary detention cells on the first floor. Floors two through five, each covering 14,500 square feet, can house up to 80 inmates per floor, while the sixth floor, with around 5,000 square feet, accommodates 24 general housing beds and secure cells. Additional beds were added in July 2006, increasing capacity.

Initially a co-ed facility, JRCC transitioned to an all-male institution in August 2004, following the relocation of female inmates to New England. This shift alleviated tensions and prompted adjustments in operational procedures. Notably, the Special Assistance Unit, established in November 2002, caters to inmates with serious mental health conditions, offering specialized treatment and programming across 36,000 square feet.

JRCC's amenities include an 18,000-square-foot gym, providing recreational opportunities, alongside a secure recreation yard. Rough Rider Industries, housed in a 10,000-square-foot building on-site, offers vocational training and work opportunities. The facility also hosts food service and laundry operations, transferred from the North Dakota State Hospital in July 2003. The food services building, dating back to 1925, spans approximately 29,700 square feet and employs fourteen staff members, responsible for preparing meals for JRCC and the State Hospital patients. The laundry building, constructed in 1938, covers approximately 19,600 square feet, serving JRCC and the State Hospital's laundry needs.

An engineering building, added in July 2003, spans 14,210 square feet and accommodates maintenance staff. These facilities and services contribute to JRCC's operational capacity and enable the provision of comprehensive care and support for inmates' needs.

All visitors must complete a visitation application, be pre-approved, and be placed on the resident’s visitation list before visiting.

Resident Family Member or Friend:

All men sentenced to the NDDOCR are received at the JRCC. New arrivals will go through an orientation program for approximately four weeks. During orientation, the rules are explained, and various staff members provide information on the programs available. Upon completion of orientation, the Classification Committee meets with the residents and assigns them a custody level, and housing unit, and recommends programming (work, education, and therapy) that may be beneficial for the resident during their incarceration. The resident is then placed in general population at the JRCC.
