VBCC is for City Jail offenders sentenced up to twenty four months.

The VBCC serves as a low/medium-security city detention center located at 2501 James Madison Blvd in Virginia Beach, VA. Operated locally by the police and sheriff's departments, it houses inmates and detainees awaiting trial or sentencing. Most sentenced inmates have terms of less than two years. The facility also accepts inmates from surrounding towns and occasionally from the US Marshal's Service.
New detainees are regularly admitted to the jail, with some being released on bail or placed under pretrial services caseloads. Others may be supervised by probation agencies or released on recognizance with a court appearance agreement. Those who remain in custody await their court appearances at the facility, receiving accommodations such as bedding and meals.

The Virginia Beach Correctional Center stands as one of the state's largest city jails, accommodating an average daily population of 1,100 inmates. The facility manages pre-trial detainees, individuals serving misdemeanor sentences of a year or less, and those awaiting transfer to the Virginia Department of Corrections (VA DOC).
Operated by the Sheriff’s Office, the Correctional Center ensures the security and well-being of inmates, providing essential services such as meals, medical and mental health care, visitation, education, rehabilitative programs, and work opportunities. This responsibility constitutes a significant portion of the Sheriff’s Office operations, consuming over 75% of its annual budget of $48 million.
Beyond correctional operations, the Sheriff’s Office undertakes inmate booking, record-keeping, classification, and maintenance of the jail, and conducts criminal investigations within the facility through its Criminal Intelligence Unit. Additionally, the VBSO Criminal Intelligence Unit and K9 Unit extend support to local, state, and federal investigations.
Routinely earning impeccable scores on audits and inspections conducted by independent state and federal agencies, the Virginia Beach Correctional Center prioritizes safety, security, and health. These audits include the VA DOC Life, Health, and Safety inspection, the Department of Corrections three-year audit, the U.S. Department of Justice Prison Rape Elimination Act audit, and the U.S. Marshals Service facility inspection, each scrutinizing various aspects of operations to ensure compliance with stringent standards and regulations.

Online visitation is available via any web-enabled device and may be scheduled or requested on demand. The cost for web-based video visitation is 25 cents per minute. For on-site visits, inmates are allowed one 25-minute visit per week. Trustee and Workforce inmates are allowed two visits per week. Visits may be canceled by the Sheriff’s Office at any time, including for inmate disciplinary reasons. On-site visitation is conducted via a video terminal in the visitation room. There is no in-person visitation at the Virginia Beach Correctional Center for friends and family.
Please keep in mind that there are a limited number of on-site visitation appointments available on any given day. Visits must be scheduled at least 24 hours in advance and can be scheduled up to seven days out. Each visit can accommodate up to three people per terminal, including juveniles. Visitors under the age of 18 must be accompanied by a parent or legal guardian with a valid I.D. Visitors should arrive 15 minutes before their appointment time.
The days and hours for public visitation at the Virginia Beach Correctional Center are Tuesdays and Thursdays: 9-10:30 a.m., 2-3:30 p.m., 7-8:30 p.m., Sundays: 2-3:30 p.m. and 7-8:30 p.m.
