Is there any way I can call and request for a inmate to go to penal farm he's in for less than a year and his charge is nonviolent

Unfortunately you have no influence over the custody level of an inmate. No one, not even a judge can designate an offender (they can only suggest or recommend, but the corrections department is independent and not bound to abide). Non-violent offenders are normally placed in minimum custody level facilities, especially if the sentence is under twelve months.
