There are too many moves in too short a time period for it to be considered a judicial reason. That would mean there we more than one charge and in different counties so moving them for arraignment would be necessary.
This sounds like something the prisons call "diesel therapy". They move an inmate from county jail to county jail, shackled and transported by bus to wear them down mentally.We are not saying this is it for sure but these characteristics are what it appears to be. They use this unsettling of the inmate to try and coax them into a plea bargain.
