Your daughter is entitled to legal representation. Her lawyer will have the charges and explain them to her. The state statute you are referring to 13-3854 is "Arrest without a warrant"
The arrest of a person may be lawfully made also by any peace officer or a private citizen without a warrant upon reasonable information that the accused stands charged in the courts of another state with a crime punishable by death or imprisonment for a term exceeding one year, but when so arrested the accused must be taken before a judge or magistrate with all practicable speed and complaint must be made against him under oath setting forth the ground for the arrest as in section 13-3853, and thereafter his answer shall be heard as if he had been arrested on a warrant.
This was used as the detainee hold from one detention center to and by another. The sentence should be discussed with the attorney that is able to see the charges and know what the prosecution is asking for.
