If an inmate is in the SATF-CSP, Corcoran State Prison does this mean he is preparing for release?

California Substance Abuse Treatment Facility and State Prison, Corcoran is a male-only state prison specifically designed to house inmates who are drug addicts. Just being there isn't a sign that they are "preparing for release". They will still have to complete their term of commitment.
