Is there any way to have a protective order lifted off of some1 if they didn't appear to the court hearing and the order was set for two years?

Not under those circumstances. If the person with the order on them fails to appear, they are lucky of the judge doesnt have  abench warrant for that alone. The protective order isnt protecting the offender, it's protecting someone from them - they have no ability to remove it whatsoever.
