Inmates are sometimes able to get smartphones smuggled into prison. If your inmate has been able to procure one for himself or is borrowing one from another inmate with one, it is possible that they are posting on Craigslist, Facebook, Snapchat and Instagram. The danger is that they get caught a very high percentage of the time, it now considered a federal crime and there will be additional time added to their sentence.
Once that occurs, the inmate faces months and months of solitary confinement in the SHU. After they serve this hard time, they are usually shipped to another facility with a higher degree of security and a lot less privileges. Smartphones and cellphones are in prison but it is not an intelligent thing to be involved in unless you have a long sentence and the inmate feels they have little to lose if they get caught.
