My wife has been in for 60 days, the whole time in medical/seg because off an injury sustained in jail. She gets released soon, but another city has a hold on her for a traffic ticket. She has an upcoming surgery because of this condition. What are the chances that she will get extradited over this with her condition?

If it is truly only a traffic ticket, why don't you just pay it so that there is no danger of her having to endure the shackled move to another county jail? No matter how small the charge, if there is a bench warrant issued by a judge, they will definitely detain her and transfer her to face the charge in the other jurisdiction - surgery notwithstanding.
