The Allegany Co Jail is a detention center located at 4884 SR 19 S Belmont, NY which is operated locally by the Allegany County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The Inmate Services Unit plays a crucial role in implementing, coordinating, and monitoring various facility programs, utilizing both in-house resources and community partnerships to support inmates in fostering positive change. These efforts aim to enhance self-awareness, improve morale, stimulate intellectual growth, uphold dignity, and reduce recidivism. Upon admission, Inmate Services Unit Staff conduct intake interviews, gathering information on personal and family background, criminal history, substance use, and medical and mental health concerns to develop tailored strategies for inmate interaction and program recommendations.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. The facility offers specialized support through a Certified Alcohol and Substance Abuse Counselor who conducts assessments, facilitates community treatment program referrals, and coordinates self-help meetings, including the Intensive Corrections Addictions Residential Education Program. Additionally, facility clergy provide weekly religious services, visit housing units, offer individual consultations, and work with inmates' families and significant others to support their reintegration journey.

Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

In 2020, working inmates at the facility successfully cultivated a total of 7,399 pounds of produce in the on-site gardens, which played a significant role in reducing meal costs for the jail kitchen. The harvest included 3,977 pounds of tomatoes, 854 pounds of potatoes, 801 pounds of zucchini, and 601 pounds of green peppers. Additional produce grown consisted of 357 pounds of cabbage, 314 pounds of yellow squash, 269 pounds of cucumbers, 150 pounds of apples, and 76 pounds of onions. This initiative reflects the facility’s commitment to promoting self-sufficiency and implementing cost-effective food production practices.

Visitation Information

Visitation at the facility is held on Saturdays and Sundays only, visitation hours are as follows:

  • 9:30 am to 10:30 am for male inmates
  • 1:00 pm to 2:00 pm for male inmates
  • 2:30 pm to 3:30 pm for female inmates
  • 5:30 pm to 6:30 pm for male inmates
  • 7:00 pm to 8:00 pm for male inmates

To schedule a visit, you must call 585.268.9428 at least 24 hours in advance. Walk-in visitors may be allowed on a case-by-case basis but are not guaranteed entry. Visitors should arrive at least 15 minutes before the scheduled time, as late arrivals will be denied entry. All weapons are strictly prohibited within the facility.

Visitation Rules

Visitors must present a valid photo ID, such as a driver's license or non-driver's ID, and adhere to the dress code. Clothing should be appropriate, with hoodies, short skirts, miniskirts, and midriff-exposing shirts prohibited. All personal belongings, including hats, jackets, purses, bags, cell phones, keys, and knives, must be secured in lockers before entering.

Children under 18 must be accompanied by a parent or legal guardian, who should have a signed note from the legal guardian if they are not the child’s parent, along with the child’s birth certificate. All visitors must remain seated in the Visitation Room, and children must be kept seated and under control. Physical contact is limited to holding hands over the barrier, and a brief hug and kiss at the start and end of each visit. Loud, inappropriate, or disruptive behavior will not be tolerated, and visitors must comply with all directives from Visitation Officers.

Procedure

Inmates are entitled to a 15-minute, non-contact visit within 24 hours of admission. Following this initial visit, inmates undergo a classification process that may take 5 to 15 business days. Once classified, inmates can receive two one-hour visits each week on Saturdays and Sundays. Items for inmates are not accepted in person during visits and must be sent via mail or through third-party shipping companies such as UPS or FedEx.
