Located in Golden Valley, AZ, ADCRR Kingman-Cerbat operates as a private contractor with various government agency agreements providing state-minimum custody requirements. Programs are offered to all custody levels, including work release residents focused on reentry success. With a strong emphasis on rehabilitation, ADCRR Kingman-Cerbat provides comprehensive educational and vocational opportunities. Onsite amenities include dietary, health, fitness, educational, religious, and recreational services. The Kingman Correctional and Rehabilitation Facility consists of two facilities: the Cerbat Facility, a minimum-security facility, and the Hualapai Facility, a medium-security facility. Initially operated by the Management and Training Corporation (MTC), The GEO Group took over operations in December 2015 after MTC's contract was terminated due to issues such as escape incidents and riots. Originally promised to house only DUI offenders, the facility now accommodates both minimum and medium-security prisoners. It offers a range of services including academic and vocational courses, medical services, library services, religious services, recreational facilities, and food services.
During the unusually wet summer of 2022, Kingman Correctional and Rehabilitation Facility contributed to flood relief efforts by assembling sandbags for communities affected by flooding in northern Arizona. Collaborating with the Arizona Department of Corrections, Rehabilitation, and Reentry (ADCRR), the facility partnered with the Coconino County Office of Emergency Management to assemble and distribute sandbags. Over 250,000 sandbags were assembled and distributed to various locations impacted by flooding, earning appreciation from affected citizens. Additionally, the facility collaborates with Joni and Friends, specifically their Wheels for the World program, wherein inmates restore used wheelchairs, walkers, crutches, and canes, benefiting people with disabilities. As of June 2021, inmates at Kingman have restored over 14,000 wheelchairs.
The Kingman Correctional and Rehabilitation Facility achieved initial accreditation through the American Correctional Association in 2017 with a score of 99.50%. Additionally, it was accredited by the National Commission on Correctional Health Care (NCCHC) in 2017.
