The Broome Co Jail is a detention center located at 155 Lt Vanwinkle Dr Binghamton, NY which is operated locally by the Broome County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Broome County accepts inmates from surrounding towns, Binghamton Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Broome County Sheriff's Corrections Division oversees a 536-bed direct supervision correctional facility located in the Town of Dickinson, established in 1996. This facility stands out as one of the most recognized in the state, accredited by the New York State Commission of Correction, the New York State Sheriff's Association, and the National Commission on Correctional Health Care, making it the second facility in New York State to achieve such high-level accreditation.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The Inmate Services Unit plays a crucial role in implementing, coordinating, and monitoring various facility programs, utilizing both in-house resources and community partnerships to support inmates in fostering positive change. These efforts aim to enhance self-awareness, improve morale, stimulate intellectual growth, uphold dignity, and reduce recidivism. Upon admission, Inmate Services Unit Staff conduct intake interviews, gathering information on personal and family background, criminal history, substance use, and medical and mental health concerns to develop tailored strategies for inmate interaction and program recommendations.

In 2015, a major expansion project valued at $6.8 million transformed the facility, converting outdated interior exercise space and introducing a state-of-the-art medical unit. The division is committed to maintaining a secure environment for both staff and inmates, with vigilant monitoring of gang activity being a key component of this effort.

To support successful inmate reintegration, the facility conducts regular discharge planning meetings involving Mental Health professionals, BOCES, Jail Medical staff, and members of the Council of Churches. These collaborative efforts ensure that inmates receive the necessary support to transition back into the community. Since the introduction of double-celling in 1999, the facility has not only reduced the need for boarding out inmates but has also achieved significant cost savings.

The Broome County Health Department partners with the facility to provide inmates with screening and treatment for sexually transmitted and contagious diseases, which helps promote public health as individuals are released back into the community. Additionally, the Corrections Division serves as a training center, offering a variety of specialized courses to Broome County Sheriff's Office personnel and nearby agency staff, thereby enhancing community recruitment and employment opportunities.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. The facility offers specialized support through a Certified Alcohol and Substance Abuse Counselor who conducts assessments, facilitates community treatment program referrals, and coordinates self-help meetings, including the Intensive Corrections Addictions Residential Education Program. Additionally, facility clergy provide weekly religious services, visit housing units, offer individual consultations, and work with inmates' families and significant others to support their reintegration journey.

Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Visitation Information

The visiting schedule for inmates is divided by housing type. For those in general housing, visitation hours are as follows:

On Mondays, visits are available from 8:30 AM to 11:30 AM, 1:00 PM to 2:30 PM, 3:30 PM to 4:30 PM, and 6:00 PM to 10:00 PM. Tuesday visitation hours are from 3:30 PM to 4:30 PM and 6:00 PM to 10:00 PM. On Wednesdays, visiting times are 1:00 PM to 2:30 PM, 3:30 PM to 4:30 PM and 6:00 PM to 8:30 PM. Thursday and Friday have the most extended hours, with visitation sessions from 8:30 AM to 11:30 AM, 1:00 PM to 2:30 PM, 3:30 PM to 4:30 PM, and 6:00 PM to 10:00 PM.

Inmates in I/Max-Female, Special Housing, D-Pod/Restricted/Medical have a different schedule. They can receive visitors on Tuesdays from 8:30 AM to 11:30 AM and 1:00 PM to 2:30 PM, and on Wednesdays from 8:30 AM to 11:30 AM and 9:00 PM to 10:00 PM.

Visitation is not available on Saturdays, Sundays, or Broome County holidays. Any changes to the schedule will be posted on housing area bulletin boards. The facility reserves the right to modify visitation times as needed.

General Housing inmates are allowed one-hour visitation sessions twice per week during either the afternoon or evening hours. Inmates are responsible for arranging their visitation times and must adhere to their scheduled slots, as breaking up allotted times into different hours or days is not permitted. Disciplinary offenses may result in the loss of up to one hour of visitation time per week.

In addition to contact visitation, inmates have the option to purchase video visits through the inmate tablet system. Details about this service, including rates set by the tablet provider, can be obtained from the housing unit officer. Any violations of visitation rules during video visits will lead to the suspension of video visitation privileges, with the duration dependent on the nature of the violation.
