The CRC is a medium Level II correctional facility primarily housing felons committed to its care. The overarching goals of CRC are to ensure safety and security for the public, visitors, staff, and inmates within its premises.

The administration at CRC is committed to upholding the rights and entitlements of all its commitments, fully supporting and adhering to guidelines and provisions governing programs such as the Disability Placement Program and the Correctional Clinical Case Management System.

Beyond its staffing responsibilities, CRC plays a crucial role in providing correctional custody personnel for medical guarding and transportation services to Patton State Hospital. Additionally, CRC extends its support to the community by offering fire suppression, conservation, and community service assistance when needed.

In terms of its historical background, the building that now houses the California Rehabilitation Center was originally constructed as the Lake Norconian Club, a luxurious hotel, in 1928. In December 1941, amid wartime needs, President F.D. Roosevelt repurposed the resort into a Naval hospital. Following periods of operation and closure, the facility was eventually donated to the state in March 1962 to be used as a narcotics center. Over time, CRC transitioned to housing felons in addition to civil narcotic addicts, particularly to alleviate overcrowding concerns in the 1980s.
