Established in 1972, the camp is located in the city of Norco, adjacent to the California Rehabilitation Center (CRC) prison fence, where inmates are housed.

Initially established by the Navy in the early 1940s on the site of the Norconian Resort Supreme, the camp transitioned to its current role in 1972. While the camp historically included female participants, it now exclusively houses male inmates from CRC. Despite this unique arrangement, Norco Conservation Camp remains dedicated to its mission of providing incarcerated hand crews for firefighting and emergency response.

In addition to fire crew training, Norco Conservation Camp inmates engage in various conservation and community service projects, guided by CAL FIRE. These projects encompass hazard reduction, fuel break system creation, state park maintenance, and facility upkeep within the Riverside Ranger Unit and beyond.

A notable feature of Norco Conservation Camp is its sign shop, which produces a range of products including uniform name tags, vehicle striping, plaques, and signage for various agencies. Since 1981, the camp has been involved in manufacturing CAL FIRE uniform name tags and other engraved products on a statewide basis, further contributing to its operational efficiency and community engagement. Through its multifaceted initiatives and collaborations, Norco Conservation Camp #0 remains committed to its mission of not only responding to emergencies but also making meaningful contributions to conservation efforts and community projects in the region.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, and on holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.
