The Chisago Co Jail is a detention center located at 15230 Per Rd Center City, MN which is operated locally by the Chisago County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Chisago County accepts inmates from surrounding towns, Center City Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Chisago County Jaill is a 67-bed facility that houses individuals charged with or convicted of various offenses. The jail operates under the jurisdiction of the Chisago County Sheriff's Office, led by Sheriff Brandon Thyen. The facility is committed to maintaining a safe and secure environment for both inmates and staff, adhering to standards established by the United States Constitution, Minnesota State Statutes, and the Minnesota Department of Corrections.

Sentence to Service (STS) is a jail alternative program, in partnership with the State of Minnesota, for low-risk offenders, designed to repay the community for harm incurred by an offender. STS avoids costly incarceration and provides work projects that are of benefit to the citizens of Chisago County by improving the condition of its resources and improving competency levels for inmates through the completion of meaningful work experiences. By participating in STS, inmates can indirectly make amends for their actions by contributing to work projects that add significant value to organizations and communities throughout the county. Under the direction of STS crew leaders, work projects are completed for the public, non-profit, and government agencies. Examples of work projects include trail and prairie restoration for state and county agencies, recycling for county buildings, natural disaster relief, painting, and/or general clean-up.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. You may, however, send letters and selfies to inmates with this easy-to-use app, packages starting at only $8.00.

Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. These criteria ensure that only individuals who exhibit responsibility, reliability, and a commitment to positive behavior are allowed to participate. Participation in these programs not only benefits the community through valuable labor contributions but also offers inmates the chance to develop a strong work ethic, learn transferable job skills, and build a sense of accountability.

In certain cases, involvement in community service programs can contribute to a reduction in an inmate's sentence. Visitation Information

The Chisago County Jail offers both on-site and remote video visitation for inmates, with specific schedules and guidelines to ensure safety and order.

On-Site Visitation:

  • Minimum/Medium Security Inmates:

    • Sunday: 8:00 a.m. to 12:00 p.m. and 7:00 p.m. to 10:00 p.m.
    • Wednesday: 7:00 p.m. to 10:00 p.m.
    • Friday: 8:00 a.m. to 12:00 p.m.
  • Maximum Security Inmates:

    • Sunday: 8:00 a.m. to 10:00 a.m. and 7:00 p.m. to 9:00 p.m.
    • Wednesday: 7:00 p.m. to 9:00 p.m.
    • Friday: 8:00 a.m. to 10:00 a.m.

Each inmate is permitted one 20-minute visit per day from the jail lobby. Visitors must provide valid government-issued photo identification and adhere to the facility's dress code, which prohibits revealing attire. Visitors under 18 must be accompanied by a parent or legal guardian and be the inmate's child; appropriate documentation, such as a birth certificate, is required. A maximum of two visitors are allowed per inmate at one time. All visitors and their belongings are subject to search, and the use of cell phones during visits is prohibited. Inmates may refuse any visit, and visits can be denied if the inmate is under disciplinary sanctions.

Remote Video Visitation:

Remote video visitation is available daily from 9:00 a.m. to 10:00 p.m. through Reliance Telephone's services. Visitors must set up an account via the Reliance Connect app, available on Google Play and the Apple App Store. Inmates can initiate video calls to registered phone numbers associated with a Reliance Connect account at a rate of $0.25 per minute. All video calls are subject to monitoring and recording to maintain security.

Professional Visits:

Attorneys and other legal representatives may visit inmates daily from 9:00 a.m. to 10:00 p.m., excluding mealtimes, lockdowns, and emergencies. Legal visits are confidential and not monitored. Attorneys may contact the jail at 651-257-2931 for questions or to schedule appointments.

Additional Guidelines:

  • Visitors must conduct themselves in an orderly manner; disturbances or use of foul language will result in termination of the visit and potential denial of future visits.
  • Introduction or attempted introduction of contraband will lead to arrest and prosecution.
  • Visitors appearing under the influence of alcohol or controlled substances will be denied visitation.
  • Co-defendants are prohibited from visiting without prior authorization.
