The Clinton NY Jail is a detention center located at 25 McCarthy Dr Plattsburgh, NY which is operated locally by the Clinton County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Clinton County accepts inmates from surrounding towns, Plattsburgh Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Corrections Division of the Sheriff’s Office is the largest component consisting of 89 correction officers including a Jail Warden, three Lieutenants, nine Sergeants and seventy-six correction officers with a new facility capacity of 300 inmates. There is a wide range of inmates incarcerated in the Clinton County Jail ranging from charges of a traffic violation to murder. The Clinton County Jail as all jails in New York operates under the mandates of the New York State Commission of Corrections.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

Inmates are permitted three white t-shirts, three pairs of white socks, and three pairs of white underwear. Female inmates may also have three sports bras, provided they are wire-free. These items must be dropped off at the front desk within the first seven days of the inmate’s stay, and each item must be marked with the inmate’s name in permanent ink. After seven days, inmates must purchase these items through the commissary. Personal hygiene products are also obtained from the commissary, with indigent inmates receiving an indigent package.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Visitation Information

Visitation

Detainees will be allowed two visits per week one hour per visit and one visit per day. Visitation is available - Tuesday, Thursday, Saturday and Sunday - from 8:00 a.m. to 11:00 a.m. 12:15 p.m. to 2:15 p.m

  • To ensure adequate time to process visitors through security, all visitors must arrive 45 minutes before the scheduled visit time. All visitors must pass metal detection screening to be admitted into visitation.

Search Procedures (before or during all visitations)

  • All visitors are subject to search of their person or any items they carry onto the premises. Anything not disclosed or found during a search will be deemed contraband and will result in the loss of the visiting privileges, as well as possible criminal charges.
  • Visitors will be passed through a metal detector. VISITORS WHO HAVE PACEMAKERS MUST INFORM THE LOBBY OFFICER BEFORE PASSING THROUGH. Proper documentation must be provided stating that such a device is present, or that they have prosthetic devices that may set off the detector. If the visitor does not pass metal detection, they will not be allowed to visit.
  • No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.

Visiting Rules and Times

There will be no loud, vulgar or obscene language used during or while in the visitation area. Absolutely nothing will be passed back and forth between you and your visitor(s). If paperwork needs to be signed, your visitor must request the visit. No items are allowed into the visiting room. During an emergency, you are to remain seated, stay calm, and follow the directions of the visiting room Officer. Any display of violent or abusive behavior towards your visitor(s) or the Officer will result in the loss of your contact visitation, or restrictions being placed on your visitation.

  • Valid photo passport
  • Valid photo Dept. of Social Services ID, with birth date
  • Valid photo school identification, with birth date – accompanied by a copy of the birth certificate
  • Temporary non-photo driver’s ID or license, accompanied with birth certificate and legitimate photo identification
  • Birth certificates for children and newborns must be presented as identification
  • Persons under the age of eighteen (18):
  • Must be accompanied by a parent or legal guardian or have a “Visitor Registration Form” filled out and notarized by the same allowing such visitation. Proper identification must also be presented.

All visitors must be appropriately dressed. Clothing with excessive metal (buttons, zippers, etc.), hooded sweat shirts, sleeveless shirts, halter tops, tank tops, white t-shirts, mini-skirts (skirts must reach below the knees), under-wire bras, mesh type garments, or tight-fitting or see through clothing is strictly prohibited. It will be at the discretion of the Lobby Officer whether or not visitors will be allowed. All hair items must be removed before entering the visiting room.

Items such as handbags or any other objects must be placed in a locker in the lobby or left in their vehicles. The Clinton County Correctional Facility is not responsible for lost or stolen items. Pets are not allowed inside any area of the facility.
