The Cochise County Juvenile Division is a medium to low-security detention center located at 100 Colonia de Salud Suite 201 Sierra Vista, AZ that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes of which they are accused. Most of the adolescents are here for less than two years.

The juvenile justice system differs from the adult system, focusing on rehabilitation and recognizing the developmental differences in juveniles. It aims to protect both the child and the public and helps juveniles become productive adults.

Juveniles are detained if they pose a threat, may miss court, or violate court orders. Parental involvement is crucial for effective supervision and rehabilitation.

Key differences in terminology include "taken into custody" instead of "arrest" and "supervision" instead of "probation." Referrals usually come from law enforcement, and an intake social worker decides the juvenile's placement. An inquiry can lead to dismissal, corrective action, or court involvement.

The process includes a plea hearing, possible evaluations, a pre-trial conference, a fact-finding hearing, and a dispositional hearing to determine the case's outcome. Parents may need to cover associated costs.

Detention provides short-term secure confinement for delinquent youth awaiting adjudication, placement, or serving a sentence as ordered by a Juvenile Court Judge. This facility is designed to exert short-term control over youths who pose an immediate danger to themselves or others, ensuring safety and security.

In January 2021, Cochise County entered into a partnership with Pinal County to fulfill its detention needs. Under this arrangement, youth requiring detention are initially screened by the Cochise Detention Screening and Transport team. If detention is deemed necessary or if a judge orders a youth into detention, the team transports the youth to the Pinal County Juvenile Detention Facility.

Detention operates under specific regulations to ensure that only those who meet the criteria are held. Delinquent youth can only be detained if they meet the requirements outlined in the Rules of Court, specifically Rule 23, or if ordered by a Juvenile Court Judge. Furthermore, only a Juvenile Court Judge has the authority to order a youth into detention beyond the initial 48-hour period.

Upon admission to a detention facility, a Detention Hearing must be held within 48 hours. No juvenile shall be detained for more than twenty-four hours unless a petition alleging incorrigible or delinquent conduct or a criminal complaint has been filed. During the hearing, the Juvenile Court Judge determines whether the youth should remain in locked detention, return home, or be placed in a less restrictive environment. The judge's decision is based on several criteria, including whether the juvenile is likely to appear at future hearings, the risk of committing further offenses, the necessity of holding the juvenile for another jurisdiction, and whether custodial protection is required for the juvenile or the public. Additionally, juveniles may be held pending the filing of a complaint pursuant to Arizona Revised Statutes (A.R.S.) 13-501.
