The Columbiana Co Jail is a detention center located at 8473 County Home Rd Lisbon, OH which is operated locally by the Columbiana County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Columbiana County accepts inmates from surrounding towns, Lisbon Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Columbiana County Jail is managed and controlled by the private prison company GEO under contract with the commissioners of Columbiana County. This facility adheres to strict protocols to maintain order and safety among the inmates and staff. Inmates are not permitted to assign work to others or to assume control over fellow inmates, nor are they allowed to administer any form of discipline. Such responsibilities are strictly the domain of the facility staff. Inmate courts and any illegal inmate organizations are prohibited.

Inmates are not permitted to keep cash or valuable personal articles. Money received during booking is placed in the inmate's commissary fund, and other personal property is kept in a secure area, with a receipt provided. Inmates are not allowed to sell or transfer their clothing or property to others. Excess property must be sent home at the inmate's expense or arrangements made for it to be picked up. Inmates are provided with three meals daily at scheduled intervals - Breakfast at 6:00 AM, Lunch at Noon, and Dinner at 5:00 PM

Items such as handbooks, cups, laundry bags, storage containers, bedding, mattresses, uniforms, towels, and washcloths are assigned to inmates and belong to the jail. These must be returned in good condition. Damaged items may result in charges to the inmate's commissary account, and intentional destruction of property can lead to prosecution and restitution.

Inmates may accept or decline meals, but taking another inmate’s meal is a major violation. All meal-related items (trays, cups, bowls, utensils) must be returned after each meal. Missing items will result in a facility-wide search. Special diets are considered for verified religious and medical reasons and must be requested in writing to the warden.

All incoming letters are opened and inspected for contraband. Legal mail is opened in the inmate's presence. Letters with stickers, tape, or clasps will have these items removed or the letter returned to the sender. Magazines and publications are not permitted and will be returned. Newspapers are allowed if received directly from the publisher but must be turned over to an officer after 15 days for inmates in disciplinary or administrative housing. Telephones for outgoing collect calls are available in certain jail locations. Inmates can use their phones after 9:00 AM once cleaning is completed. Misuse of telephone services can lead to disciplinary action. Legal calls to attorneys can be arranged by sending a request to the lieutenant with the attorney’s name and number. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.
Commissary items must be purchased with sufficient funds in the inmate’s account. Money for commissary items can be added through money orders, the lobby kiosk, or My Care Pack. No credit is extended, and no commissary transactions are allowed between inmates. Orders must be submitted by 6:00 PM on Sunday for delivery on the following Tuesday. Any balance discrepancies must be reported by Thursday morning. Eating is permitted only during free time and is not allowed in program areas.

Inmates are entitled to limited health care, with a physician and nurse available for treatment and a dentist on an emergency basis. Medical requests are submitted daily and collected at 9:00 AM and 8:00 PM. Medications are dispensed at prescribed times, and over-the-counter medications are available three times unless the inmate is indigent, after which they must be purchased from the commissary. Visitation Information

All visitation will be conducted via video. To set up a video visit, all potential visitors must first create a Securus account via their website, or on the mobile app that can be accessed from any smartphone, or tablet. Once the account is set up, visitors must request access to visitation by submitting a photo of themselves, as well as a photo of a government-issued ID. Once all information has been submitted, and access has been granted for visitation, visits must be requested by the outside visitor at least 12 hours in advance.

For remote visitation, there is a fee attached on the side of Securus for both a 20-minute and 40-minute visit. If a visit is scheduled for onsite, which would require the visitor to come to the lobby of the jail, the visitation will be free of charge.
