The CNCO is a locally operated low to medium-security regional detention center situated at 03151 CR 2425 in Stryker, OH. This facility houses inmates from multiple surrounding counties that do not have a holding facility or jail, in addition to local detainees. Individuals awaiting trial or sentencing, as well as those serving shorter sentences, typically serve less than five years. CNCO accommodates detainees brought in by the Williams County Sheriff's Office, the Ohio DOC, Stryker Police Department, and other nearby law enforcement agencies, including the U.S. Marshal’s Service.

New detainees arrive frequently and may be released on bail, under pretrial supervision, or on their recognizance with a commitment to appear in court. The Central Ohio Correctional Center (CCNO) transportation team is tasked with transporting inmates sentenced to prison from the common pleas courts in Defiance, Fulton, Henry, Lucas, and Williams Counties & Findlay Municipal Court. Male inmates are generally taken to the Correctional Reception Center in Orient for processing by the Ohio Department of Rehabilitation and Corrections (ODRC), while female inmates are transported to the Ohio Reformatory for Women in Marysville. The booking department is responsible for receiving all inmates, inventorying their personal property, and processing their money. During the booking process, inmates are asked a series of questions including their name, current address, telephone number, age, date of birth, emergency contact person, and employment status. Each inmate is then identified with a wristband placed on their wrist. Additionally, all inmates undergo screening through a body scanner to detect any contraband.

Newly arrested inmates are scheduled to appear before a judge for arraignment on the next regular court day. Arraignments typically take place via video; however, inmates may also be transported by bus to the courtroom. The arraignment serves to review the bond, determine whether the inmate should be appointed an attorney, and set the next court date.

The booking department also conducts initial medical and suicide screenings, takes photographs, and fingerprints for identification purposes, and provides the inmate with an Inmate Handbook. Depending on the charges, DNA swabbing may be required. Participation in the booking process, as well as health and mental health screenings, is mandatory. All inmates are required to shower. During the clothing exchange, all personal clothing is removed and placed into a property bag, and a CCNO uniform is issued. Bedding and linen are supplied, along with a hygiene packet containing a toothbrush, toothpaste, soap, shampoo, a comb, and a disposable cup.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. CCNO does not transport any property or money to ODRC facilities. Staff will not accept money or property for inmates who are sentenced to prison. All inmates being transported to prison will be dressed in CCNO-issued jumpsuits. If an inmate currently incarcerated at CCNO is sentenced to prison, they will be instructed to release all money and property to a family member or friend immediately. Any property not released before the inmate's departure will be kept in the property room. The Property Master will then contact the inmate’s family member or friend for pick-up. Unclaimed property will be disposed of if not claimed within sixty (60) days. Additionally, CCNO will not transport unauthorized property from the Lucas County Jail. This process ensures that all personal belongings are properly managed and that no unauthorized items are transported to ODRC facilities, maintaining a streamlined and secure transfer process for inmates transitioning to state institutions.

Visitation Information

Visitation Guidelines - Visitation with inmates is non-contact using video monitors. All visits are by appointment only. Appointments may be scheduled anytime. Also, if a time slot is available, those with accounts can visit using “Visit Now.” Scheduling is done by the visitor either in the CCNO lobby on a video monitor or via the Internet at Inmate Video Visitation. Visits can be held either in the CCNO lobby or by using your home computer or smartphone if it is equipped with a webcam and microphone. There is a fee for home visits, but visits held in the CCNO lobby are at no charge.

General Visitation Rules

  1. All visits are monitored and subject to recording for the safety and security of the facility.
  2. You cannot use any additional camera, telecommunications device or recording device during a visit.
  3. It is recommended that visitors arrive at CCNO to register with Central Control at least 10 minutes before the scheduled lobby visit. If the visitor arrives late, the visit will be held, but it will NOT be extended past the scheduled appointment time.
  4. All adult visitors must present a picture ID (valid driver's license or state ID) with a date of birth before visiting. If the name on the visitation schedule does not match the name on the ID, the visit will not be held.
  5. Visitors in the lobby will not be required to wear a Visitor Pass. All other visitors will be required to wear a Visitor Pass. Proper attire is required at all times. Specific dress code requirements can be reviewed below.
  6. During visitation, an inmate may visit with a maximum of two adults and three children. Visitors will not be substituted. Only two adults will visit. The visit time will not be split if more than two adults are scheduled.
  7. Any minor, 17 years or younger, must be accompanied by their legal/custodial parent or guardian.
  8. The parent or legal guardian of a minor child must maintain close supervision of that child before, during, and after each visit. Children will never be left unattended in the lobby or parking lot for any reason. Disobedient children will not be tolerated. Visits can be denied or terminated if the visit is already in progress.
  9. If a visitor exits the lobby or visitation room during the visit they will not be allowed to resume the visit.
  10. Loud talking, excessive emotionalism or any other type of disruptive behavior will not be permitted in the lobby or visitation room.
  11. A visitor under the influence of alcohol or drugs will not be permitted to visit.
  12. A visitor may be required to pass through a metal detector. If any visitor fails the metal detector test, they will be subject to a search with a hand-held metal detector.
  13. All visitors are subject to a frisk search or strip-down observation search. Visitors may refuse; however, they will not be permitted to visit.
  14. All inmates and visitors are to follow the instructions of staff. Failure to do so may result in a loss of visiting privileges.
  15. CCNO is not responsible for theft or lost items.
  16. All adult visitors will have a background check for warrants.
  17. If the Court has imposed a no-contact order or temporary restraining order between the inmate and a potential visitor, no visit will occur.
  18. Inmate property will be accepted during the Receptionist's normal business hours. No property will be accepted for inmates sentenced to prison.
  19. Legal documents, checks or other approved documents requiring an inmate's signature can be brought to the CCNO lobby during the Receptionist's normal business hours. Please make an appointment with the Receptionist before bringing any documents in for an inmate's signature.
