The Garner Correctional Institution, operational since November 17, 1992, is a significant part of the Department of Correction's approach to inmate rehabilitation and community reintegration. Garner, former warden of the Connecticut State Prison, the institution spans 118 acres and houses inmates in two buildings, totaling 260,100 square feet.
Under the leadership of then Commissioner Theresa C. Lantz, the Garner Correctional Institution assumed a pivotal role in consolidating care and treatment for adult male offenders with significant mental health issues across the department. Inmates from various facilities, both pretrial and sentenced, are transferred here based on their mental health needs. The facility employs a progressive mental health treatment approach, emphasizing individualized treatment plans tailored to each offender's level of functionality.
The integrated team approach adopted by the facility's staff ensures continuity in custody, care, treatment, and control. Through extensive programming and therapy, both in group and one-on-one settings, inmates are provided with the tools necessary to function within a general population prison setting or reintegrate into the community. Since its inception, the Garner Correctional Institution has continually adapted to the evolving needs of the department. It houses inmates across various classifications, including general population, close custody, and the Mental Health Unit. Additionally, the institution has engaged in cooperative efforts to accommodate Federal High Security inmates. In 1993, the facility pioneered the Close Custody Phase Program, developed and implemented by a dedicated team of staff members, aimed at effectively managing incarcerated gang members.
