Communication is important, the prison offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Click here for discounts on inmate calls, especially if the communication with your inmate is frequent. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.

While incarcerated, reading is often the best use of time. Please note that books and magazines, puzzles, and word searches ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. You may, however, send letters and selfies to inmates with this easy-to-use app, packages starting at only $8.00.

The Howard R. Young CI, also known as Gander Hill Prison, situated in Wilmington, is a Level 5 facility (maximum security) named after a revered Department veteran who served for 33 years until his passing in 2001. Initially termed the Multi-Purpose Criminal Justice Facility, it was renamed in honor of Young in February 2004, who was the prison's inaugural warden upon its 1982 establishment.

Comprising the West Wing, the original facility, designed for 360 detainees, and the East Wing, added in 1992, accommodating 480 beds for sentenced offenders, the institution's capacity has expanded through subsequent construction projects to house up to 1,180 individuals. Presently, it typically houses around 1,500 offenders, processing approximately 60% of all admissions in Delaware's correctional system, primarily the detainee population.

The Howard R. Young Correctional Institution hosts the Road to Recovery (R2R) treatment program, adopting the Therapeutic Community model, recognized as an effective industry best practice. Additionally, the institution boasts a robust community outreach program, engaging actively with families, schools, churches, and charitable groups. This outreach initiative extends various services and support, including food, clothing, school supplies, monetary donations, and educational presentations, aligning with its mission: To serve as a responsible and dedicated member of the Wilmington Community; To uphold community protection through diligent execution of duties; To extend our time and resources to those in need; to exemplify positive behavior and interactions; and to demonstrate respect for all individuals encountered
