The El Paso Transitional Center - CoreCivic is within the jurisdiction of the Texas Department of Juvenile Justice located at 1650 Horizon Blvd, El Paso, TX.
The facility provides supervision of youth in a safe, secure and humane environment. Services for youth include education, mental health, substance abuse, and health care. Medical and mental health are contracted services. Educational services are funded by the Texas Department of Education through local school districts.
A typical day in secure detention would involve hygiene, meals, school, structured physical and educational activities, and court appearance as scheduled. The average length of stay in secure state detention is approximately 60 days.
The El Paso Transitional Center (El Paso TC) is a 224-bed residential halfway house providing reentry services for the Texas Department of Criminal Justice (TDCJ). Located adjacent to the El Paso MUF, the facility houses over 170 male residents, offering structured programs designed to help individuals transition back into society. Comprehensive services include employment assistance, job readiness training, life skills programs, and case management, all aimed at reducing recidivism and promoting self-sufficiency. Residents receive three nutritious meals daily, with sack lunches provided for those employed outside the facility. Additionally, transportation is available for work, medical appointments, and legal obligations. The facility has also served as emergency housing for displaced offenders, such as those relocated from Louisiana due to Hurricane Katrina.
At El Paso TC, residents benefit from educational and vocational training programs tailored to enhance their reintegration success. The facility provides Adult Basic Education (ABE), GED preparation, and post-secondary opportunities, ensuring that residents can develop the skills necessary for long-term employment. Spanish-language education is also available through partnerships with the National Institute for Adult Education (INEA), allowing Spanish-speaking residents to attain educational credentials transferable to their home countries. Vocational training includes carpentry, electrical work, HVAC, plumbing, culinary arts, and Microsoft Office certification, equipping residents with in-demand skills for workforce readiness.
As part of CoreCivic’s reentry initiative, El Paso TC emphasizes life skills development, including financial literacy, interpersonal communication, addiction treatment, and parenting programs. Residents participate in cognitive-behavioral therapy to address criminal thinking patterns, preparing them for responsible, law-abiding lives post-release. Faith-based programs are also available for those seeking spiritual guidance and support. Through structured rehabilitation, El Paso TC bridges the gap between incarceration and successful community reintegration, offering individuals the tools and support necessary to rebuild their lives and reduce recidivism.
