The FMC Rochester is a federal medical prison located in Minnesota, approximately 2 miles east of downtown Rochester. It primarily serves male inmates requiring specialized or long-term medical or mental health care and is designated as an administrative facility, holding inmates of all security classifications. Operated by the Bureau of Prisons, FMC Rochester is one of six medical referral centers (FMCs) within the bureau. Inmates are housed in various settings ranging from individual cells to open dormitories.

Health services at FMC Rochester are comprehensive, with a staff consisting of physicians, dentists, nurse practitioners, physician assistants, nurses, pharmacists, radiological technicians, physical therapists, laboratory technologists, and respiratory therapists. These services include physical examinations, immunizations, sick call, dental care, emergency services, medications, health and wellness programs, preventive health care, and more.

Mental health services are provided through the Psychiatry and Psychology Departments, offering screening, assessment, and treatment of mental health problems, individual and group counseling, psychoeducational classes, self-help and supportive services, and referral to Health Services (Psychiatry) for medical treatment of mental illness.

While FMC Rochester does not house a Residential Drug Abuse Program (RDAP), it offers drug abuse programs, a Drug Abuse Education class, and a Non-Residential Drug Abuse Program (NR-DAP) to address substance abuse issues among inmates.

Education services at FMC Rochester include literacy, GED, and English-as-a-Second Language (ESL) programs, as well as vocational training in Landscape Management through Rochester Community and Technical College (RCTC). Inmates may also participate in Adult Continuing Education (ACE) classes and a parenting program. High school diplomas and post-secondary programs are available through paid correspondence programs.

The facility offers apprenticeships in Biomedical Equipment Repair, Electrical, HVAC, Painting, and Plumbing, providing inmates with opportunities to gain valuable vocational skills.

Leisure libraries are available for inmate use, offering a variety of reading materials, including periodicals, newspapers, fiction, nonfiction, and reference books. Inmates also have access to legal materials and an electronic law library for legal research, as well as electric typewriters and a copy machine.

Anderson the owner of a tax preparation company; was extradited from Costa Rica in 2002; and convicted in 2004 of conspiracy, mail fraud, wire fraud, and money laundering for assisting over 2,000 clients in five countries to evade taxes on millions of dollars of income. Luke Helder who planted homemade pipe bombs in mailboxes in five Midwestern states in 2002; was ruled incompetent to stand trial in 2004. Dennis Hastert the former House Speaker was convicted of breaking financial rules in hush money aimed at covering up sexual abuse of teenagers. Jim Bakker the founder of Praise the Lord (PTL) Ministries; was convicted of fraud in 1989 for stealing millions of dollars in donations from his members and served five years. Lyndon LaRouche a three-time Presidential candidate; was convicted in 1988 of scheming to defraud the IRS and deliberately defaulting on more than $30 million in loans from his supporters.
