FPC Duluth is a minimum-security federal prison located in Minnesota, operated by the BOP. Situated on the former Duluth Air Force Base near Lake Superior, it is approximately halfway between Minneapolis–St. Paul and the Canada–United States border, seven miles north of Duluth. The all-male population at FPC Duluth is 475 inmates housed in two-person, three-person, and four-person cubicles within five dormitories. The Residential Drug Abuse Program (RDAP) is offered at FPC Duluth, along with a drug education program and a Non-Residential Abuse Program (NR-DAP) to address substance abuse issues among inmates.

Education services include GED and English-as-a-Second Language (ESL) programs, as well as parenting classes and Adult Continuing Education (ACE) courses. High school diplomas and post-secondary programs are available through correspondence programs.

FPC Duluth offers advanced occupational education in Construction Tech/Carpentry, as well as apprenticeships in Dentistry, Electrical, HVAC, and Plumbing.
