Most of the sentenced inmates are here for less than two years. Goshen County accepts inmates from surrounding towns, Torrington Police Department, and the US Marshal's Service.

The Goshen County Detention Center, established in 1997 and updated in 1998, is capable of housing up to 90 prisoners. The facility employs 15 deputies, 5 central control clerks, 2 dietary service cooks, 2 nurses, and an administrative assistant. Overall operations are overseen by an administrative captain, while daily operations are managed by 3 division sergeants.

The center is committed to ensuring the safety and well-being of its inmates by providing three nutritionally balanced meals each day, adequate medical treatment and care, personal hygiene items, and access to mental health counseling and treatment. The facility accommodates both pre- and post-convicted prisoners charged with municipal, state, and federal criminal violations. It holds contracts with various agencies, including the Wyoming Department of Corrections, U.S. Marshals Service, Immigration and Customs Enforcement, United States Air Force, Torrington Police Department, Lingle Police Department, and other Wyoming Sheriff’s Offices.

Prisoners may receive newspapers, magazines, and books directly from publishers or bookstores. Subscription materials received after an inmate has left the facility will not be forwarded, and inmates are prohibited from subscribing to services or ordering merchandise.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate.

To add money to a prisoner’s account, funds can be mailed directly to the prisoner or deposited at the detention center with Central Control. Acceptable forms of payment include personal checks, cash, money orders, or bank cashier’s checks. Receipts are provided for deposited funds. Inmates can purchase items from the jail commissary, including snacks, beverages, writing materials, shoes, and clothing, provided they have sufficient funds. Indigent prisoners, with no money in their commissary account for 72 hours prior to a request, will receive necessary personal hygiene items, three stamped envelopes, and writing paper each week.
