The Graham Co Jail is a detention center located at 600 W Graham Canal Rd Safford, AZ which is operated locally by the Graham County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Graham County accepts inmates from surrounding towns, Safford Police Department, and the US Marshal's Service.
New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.
The mission of the Graham County Detention Facility is to ensure community safety, maintain facility security, and safeguard the welfare of both staff and inmates. The operations of the facility adhere to standards established by the National Sheriff’s Association, the American Correctional Association, the Arizona Detention Association, and the National Commission on Correctional Health Care. This commitment to compliance ensures that the facility operates within the highest standards of the correctional industry.
The primary function of the Graham County Detention Facility is to safely and securely detain both pre-trial detainees and county-sentenced inmates. The staff recognizes that inmates are subject to inherent deprivations due to confinement. Therefore, their role is not to inflict punishment but to make the period of confinement as productive as possible. This perspective underscores the facility’s approach to incarceration, which aims to balance security with rehabilitation.
Despite the typically short-term nature of detainees' stays, the staff at the Graham County Detention Facility encourages inmates to utilize available opportunities for educational, health, and personal self-improvement. By promoting these opportunities, the facility aims to support inmates in making positive changes that will benefit them upon their return to the community. This goal is achieved through the dedicated efforts of all staff members, who strive to ensure that no inmate leaves the facility in worse physical or mental condition than when they arrived.
The effective operation of the detention facility relies heavily on a highly motivated and well-trained staff. Continuous professional development is a priority, with staff members receiving training within the department and opportunities to attend external training sessions. This focus on quality training helps improve individual job performance and enhances overall departmental effectiveness, fostering an environment of ongoing professional growth and excellence.
