Communication is important, the prison offers a phone program for outbound calls only, with inmates unable to receive incoming calls. While incarcerated, reading is often the best use of time. Please note that books and magazines, puzzles, and word searches ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. KCF is a 200-bed minimum security prison situated on the slope of Mauna Loa, approximately 20 miles southeast of Hilo, Big Island of Hawai’i. KCF's primary objective is to ensure all inmates are actively engaged in work assignments and mandatory programs, including extracurricular educational and training classes. The facility aims to create a safe living and working environment to prepare inmates for furlough and eventual reintegration into local communities.
In addition to mandatory treatment programs, KCF offers educational opportunities such as G.E.D. and vocational training classes. Through a partnership with Hawaii Community College (HCC), Office of Continuing Education & Training (OCET), KCF provides specialized programs including Agriculture/Horticulture, Facility Maintenance, and Hale Mua ‘O Kulani Hawaiian Culture Program. The HCC OCET program extends to Foundation Skills and Personal Enrichment classes. Certificates of Completion earned in Agriculture and Foundational Skills can be utilized for credit when enrolling in HCC courses.
KCF's worklines encompass janitorial, utility, and food services, while the community service workline contributes to landscape maintenance at the Pana’ewa Zoo and assists DLNR staff with projects in the Pu’u Maka’ala Natural Area Reserve. Furthermore, KCF's Hawaii Correctional Industries initiative allows inmates to enhance their work skills and earn wages through contracts and agreements with the Department and other state agencies.
KCF maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.
If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.
