The WCF serves as a 334-bed minimum-security prison for sentenced male inmates, prioritizing their successful reintegration into the community. Educational and substance abuse treatment programs are mandatory for all inmates to foster personal growth and rehabilitation.

Within the WCF, 240 beds are dedicated to KASHBOX, an intensive residential substance abuse treatment program for inmates struggling with severe substance abuse issues. Additionally, the Supporting Keiki of Incarcerated Parents initiative aids male inmates with substance abuse problems in improving their parenting skills. Through this program, inmates participate in parenting groups, structured playgroups, and reading activities with their children, fostering family bonds and personal development.

General education programs are available, enabling inmates to pursue an associate of arts degree. Furthermore, inmates engage in various in-facility work lines such as food service, building maintenance, heavy equipment operation, farming, janitorial work, educational tutoring, and landscaping. These opportunities not only help inmates acquire valuable skills but also instill good work habits essential for their successful transition back into society.

If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.

Visitation Information

WCF Visitation Schedule and Guidelines

At the facility, visitors are granted one one-hour visit per weekend (Saturday/Sunday), excluding attorney visits and holiday visitation. Group visits are limited to three adults per visit. If visitors are documented parents of an inmate, they are considered as one visitor, allowing the inmate to have an additional two adult visitors. All visitors must obtain prior visitation approval, and those arriving without approval will be denied entry. It is the responsibility of the inmate to inform visitors of their approval or denial status.

Individuals on active parole or probation must obtain written permission to visit. Former inmates are only allowed to visit with prior written approval from the Warden or their designee, which is granted upon completion of supervision and recommendation from their supervising agent. Former inmates who were victims of or convicted as part of the crime will not be permitted to visit. Approval for such visits will also be subject to Department of Public Safety rules.

Video visitation is available to inmates during assigned times via inmate tablets, with payment options including prepaid and PIN debit calls. Payment responsibility lies with the inmate or the accepting party. All video visit calls, except privileged/legal calls, are subject to monitoring and recording. Any misuse of tablet access, such as violating facility rules or engaging in prohibited activities, will result in disciplinary action, including contact blocking on the tablet and a ban on in-person visitation for up to 24 months. Video visit privileges may be revoked at any time.
