This policy ensures that the items are new, untampered, and comply with the facility's regulations. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. BCC prioritizes security and control while aiming to help inmates transition to community service centers or reintegrate into society as positive contributors. Inmates must demonstrate positive behavior, participation in programs, and good work performance to access voluntary opportunities such as academic and vocational education, substance abuse programs, recreational activities, counseling, and religious programs.

Established in 1972, BCC is a minimum-security institution located near Lexington, Kentucky, encompassing 456 acres and housing a population of 320 inmates. With a staff of 147, BCC offers care, custody, control, and governmental service jobs to its inmates.

BCC is home to one of seven Second Chances Farms operated by the Thoroughbred Retirement Foundation (TRF) and the only one in Kentucky. The farm opened in 1999, and hosts 57 retired or athletically limited thoroughbreds. The initiative of horses helping people and vice versa started at Wallkill Correctional Facility in New York, with the TRF headquartered in Sarasota Springs, NY. Blackburn's Second Chance Farm is the largest TRF Second Chances Farm to date.

Located in the heart of horse country, the farm sits along Interstate 64 between Lexington and Frankfort. Inmates contribute to farm management and horse care, gaining practical knowledge in a 6-month program covering veterinary care, grooming, dental care, and more. Successful completion of the program, including a 300-question exam, can earn inmates a 90-day sentence reduction. To qualify, inmates must possess a GED and maintain good conduct.

BCC offers evidence-based programs addressing reentry, supervision, and incarceration needs. Program availability depends on resources and offender requirements. Current offerings include anger management, moral reconation therapy, parenting courses, substance abuse programs, and education programs ranging from GED attainment to degree programs at various levels.

Visitation Information

RULES AND REGULATIONS

  • Visiting Hours
    • Inmates may receive visits on weekends and state holidays between the hours of 9:00 am and 9:45 am. New visitors shall not enter the complex after 9:45 am. Visitors shall exit the institutional grounds by 2:30 pm.
  • Entry and Identification of Visitors
    • Visitors shall stop at Post One giving proper identification including vehicle license number. The officer shall direct the visitor to the visitors parking and visiting area. Each visitor shall sign in with the Visiting Officer located at the Visitation Building.
    • Visitor's car and person shall be subject to search in accordance with CPPs 9.6, 9.8, and 16.1.
    • Visitors shall park in the designated parking lot across the road from the gym. Upon exiting the vehicle, it shall be securely locked with all windows rolled up and all items locked up that are in the back of pick-up trucks. Vehicles need to be secured.
    • Visitors shall enter the visiting area from the front entrance of the Visitation Building. Once a visitor enters the visiting area, they shall not be allowed to return to their vehicle except for leaving the Complex, unless authorized by the Visitation Supervisor.
    • Visitors leaving the Complex shall not be allowed to return to the complex until the next scheduled visiting day.
    • Due to space limitation of the visiting area, inmates shall not be permitted more than three (3) approved adult visitors per visiting period.
    • Visitors in need of a prescription drug during a visit shall be required to bring NO MORE THAN THE EXACT dosage for that day and it shall be in the original container. This must be reported to the Post One Officer before the visitor entering the visiting area.
    • Visitors shall be prohibited from bringing any food or drinks to the visiting area. Vending machines shall be provided. BCC staff, visitors, or inmates shall not shake any vending machine for any reason. See the Visitation Officer if the machine malfunctions and a refund if required. Inmates are not allowed at the vending machines.
    • Visitors shall be assigned to a table by a Visiting Officer and directed to the seat until the inmates to be visited arrive.
    • Visiting Officers have the authority to determine seating arrangements.
    • Visitors shall be required to remain in the immediate visiting area. Children shall remain with parents at all times and parents shall be responsible for the supervision of children. Visitors shall remain seated at their assigned tables if the inmate being visited is not at the table. Both the inmate and the visitor shall not be authorized to be away from the table at the same time unless authorized by the Visitation Officer.
