Situated on the grounds of the former Winfield State Hospital and Training Center in Winfield, Kansas, WCF serves as a pre-release facility, facilitating the transition of inmates back into the community before their expected parole.

The work release facility, incorporated into WCF in 1996, offers selected inmates the chance to reintegrate into the community before their official release. Inmates reside in a structured environment and secure full-time employment within the community as part of their reintegration process.
