The Linn Co Correctional is a detention center located at 53 3rd Ave Bridge Cedar Rapids, IA which is operated locally by the Linn County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Linn County accepts inmates from surrounding towns, Cedar Rapids Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Linn County Correctional Center serves as the sole jail facility in Linn County, accommodating a capacity of 401 beds. It houses individuals awaiting trial, serving sentences for state, county, and municipal offenses, as well as overflow inmates from other jurisdictions and federal prisoners awaiting trial. Inmates and other jurisdictions housing inmates pay daily fees to Linn County, with rates varying for different entities. The Correctional Center Division is also responsible for prisoner transportation and courthouse security. The 65-page Inmate Handbook contains all of the Rules and Regulations of the facility as published by the County Sheriff's Office.

Visitors are permitted to bring specific unopened clothing items for garnished inmates, while money can be deposited into inmates' accounts via cash or money order. Inmates are limited to a maximum of $100 in their accounts. Individuals seeking to block their phone numbers from receiving calls from inmates must provide specific documentation at the Correctional Center. The removal of blocks is handled through the phone provider. Payment for room and board can be made in full or through a realistic monthly payment plan arranged with the Financial Division.

If you need information about a detainee who is housed at this facility, you may call (402) 987-2122 between the hours of 9 a.m. – 5 p.m. When you call, please have the individual’s biographical information ready, including first, last and hyphenated names, any aliases he or she may use, date of birth, and country of birth. If you need to get in touch with a detainee to leave an urgent message, you must call (319) 892-6300 and leave the detainee’s full name, alien registration number and your name and telephone number where you can be reached. The detainee will be given your message.

Individuals who do not post bail within the first twenty-four hours must appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Linn County Correctional Center Work Release Scheduling and Guidelines

Effective January 2023, individuals ordered by the courts to participate in the Work Release program must arrange their surrender date and work release interview through the Linn County Correctional Center (LCCC) by calling 319-892-6300. This applies to individuals who:

  1. are approved for GPS electronic monitoring for work under home confinement,
  2. have a documented medical exemption for GPS monitoring, or
  3. have been directed by the courts to serve their time in jail (in custody).

Scheduling Requirements: Individuals ordered to schedule work release or have a medical exemption must contact LCCC within fifteen (15) calendar days of the court order by phone or in person at the Linn County Correctional Center, 53 3rd Avenue Bridge, Cedar Rapids, Iowa. Failure to do so within this timeframe may result in an arrest warrant.

Eligibility and Conditions for Work Release: Court-ordered work release eligibility includes:

  • Educational Purposes: In-custody inmates may attend local educational institutions as specified by court order.
  • Employment: Available for both in-custody and GPS-monitored individuals.
  • Medical Exemptions: Individuals with documented medical reasons prohibiting in-custody confinement may qualify for the GPS monitoring program.

Inmates eligible for work release may participate in vocational and training programs available in the Cedar Rapids area, provided the court order specifies education as a reason for release.

Work Release Process for In-Custody Individuals: Upon receiving a court-approved work release order, the individual is responsible for:

  1. Scheduling jail time with the LCCC.
  2. Completing the LCCC In-Custody Only Work Release Form (available as a PDF).
  3. Arrange an appointment at least two weeks before their surrender date with an LCCC Shift Sergeant to finalize the Work Release Agreement and set a work or education schedule.

Fees and Clothing for In-Custody Work Release: In-custody individuals will be charged the lesser of $60.00 per day or 50% of their net income after legal deductions, payable in exact cash in seven-day increments starting on the surrender date. They may bring up to three changes of work clothing for their time in custody.

Disciplinary Measures: Any misconduct may lead to a temporary suspension of work release privileges for up to five days. For offenses requiring greater restrictions, the LCCC will petition the court to permanently revoke work release privileges.

Visitation Information

Linn County Correctional Center Video Visitation Service

The Linn County Correctional Center now offers remote video visitation for inmates through NCIC Inmate Communications, allowing family and friends to connect conveniently from offsite. Starting February 1, 2021, inmates received two free 20-minute visits each month through April 2021. As of May 1, 2021, offsite internet-based visits are available at a rate of $0.25 per minute, billed through NCIC Inmate Communications.

Requirements for Offsite Video Visitation: To participate in video visitation from offsite, users need access to high-speed internet and a compatible device, such as a computer, tablet, or smartphone equipped with a camera, microphone, and speakers.

For those without internet or device access, the Correctional Center provides a single visitation terminal in the lobby for public use. Once in-person visits resume at the facility, these on-site visits will remain free of charge.

IMPORTANT: The video visitation software requires a person's face to be visible. If the software does not detect a face, then the screen will go blank. These settings are part of the software from NCIC and are controlled by NCIC, not the Linn County Correctional Center.

Inmate and Visitor Video Visitation Conduct and Behavior

Correctional Center staff will monitor conduct and behavior during the video visitations. Visitors and inmates are expected to follow a code of behavior that is decent, non-disruptive, and non-offensive to other visitors, inmates, and staff. Violation of video visitation rules may result in termination of the current visit and suspension or revocation of video visitation privileges.

Onsite Kiosk Visitations

While in-person visitation is no longer available, visitors wishing to visit inmates free of charge are now able to utilize one of our kiosks located on the 2nd-floor public visitation area at Linn County Correctional Center. All visits must still be scheduled through the NCIC website and visitors are still required to show ID at the records window prior to them receiving access to the public elevator.

Inmates housed in the Linn County Correctional Center are eligible for two (2), twenty (20) minute visits per week. Those inmates sentenced to three (3) days and under will not be allowed visitation privileges. Visitation space is limited, so inmates are limited to a combination of 2 adults and 1 child or 1 adult and 2 children.
