The Livingston County Jail underwent significant changes over the years, transitioning from its original location at 901 Webster Street in Chillicothe, Missouri, to a new facility at 919 Jackson Street as of May 10, 2021. The former jail opened in 1978 under Sheriff Leland O'Dell, officially closed its doors on December 31, 2012, due to mounting repair costs that the county could not fund. At its peak, the 48-bed facility included 10 cell areas, with dedicated sections for female detainees, maximum-security units, and even a padded cell for high-risk detainees. Despite its functionality, the old jail no longer met modern standards, particularly for housing female inmates, and required significant staffing increases to maintain operations effectively.

Efforts to restore or rebuild a local jail facility revealed substantial financial hurdles. Staffing the former jail exclusively for male detainees would require an estimated $1.4 million annually, excluding renovation costs or the additional expenses of housing female detainees elsewhere. Constructing a new 100-bed facility would cost upwards of $14 million, with annual operational costs exceeding $2 million due to higher staffing needs and inflation. Furthermore, competition for out-of-county detainees and staff posed additional challenges, making the prospect of operating a local jail less viable.

From 2012 to 2022, Livingston County detainees were housed at the Daviess-Dekalb County Regional Jail in Pattonsburg. However, due to statutory and budgetary constraints, the last detainees were moved out on August 17, 2022.
