The Loudoun County Juvenile Detention Center (JDC) is a medium to low-security detention center located at 42020 Loudoun Center Pl Leesburg, VA that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes of which they are accused. Most of the adolescents are here for less than two years.

The juvenile justice system differs from the adult system, focusing on rehabilitation and recognizing the developmental differences in juveniles. It aims to protect both the child and the public and helps juveniles become productive adults.

Juveniles are detained if they pose a threat, may miss court, or violate court orders. Parental involvement is crucial for effective supervision and rehabilitation.

Key differences in terminology include "taken into custody" instead of "arrest" and "supervision" instead of "probation." Referrals usually come from law enforcement, and an intake social worker decides the juvenile's placement. An inquiry can lead to dismissal, corrective action, or court involvement.

The process includes a plea hearing, possible evaluations, a pre-trial conference, a fact-finding hearing, and a dispositional hearing to determine the case's outcome. Parents may need to cover associated costs.

The Loudoun JDC is a secure facility tasked with providing pre- and post-dispositional detention for youth under orders from the Juvenile and Domestic Relations Court. Operating within a safe, secure, and humane environment, the JDC prioritizes policies, programs, and an atmosphere conducive to good mental and physical health.

For youth requiring medication, prior approval from either their physician or the Juvenile Detention Center doctor is mandatory. All medication brought in must be in appropriate containers with the correct prescription label for acceptance.

Students enrolled in Greenway Academy receive 5 1/2 hours of education daily, covering subjects such as English, Math, Social Studies, Science, Health and PE, Music, Industry Certifications, SOL tests, and GED prep. Grades are forwarded to the student's base school and parent/guardian upon release. Queries regarding the educational program should be directed to the Dean at 703-771-5325.

Incoming calls to youth are prohibited, but they are granted two opportunities each week to call approved family members/legal guardians. Youths may use the telephone for business calls, such as contacting lawyers or probation officers. The Community Service Work Program operates as a public service project under the 1950 Code of Virginia, as amended. Community service work serves three primary purposes: providing a service to others, serving as a consequence for delinquent behavior, and potentially substituting more restrictive penalties with community service obligations.

There are three types of visitations for youth.

  1. Video visitation (by appointment only) is becoming more common and, in some instances, can be done from the comfort of your own home. Video visitation works similarly to the way you would use FaceTime.
  2. Contact visitation is the most common and generally the most desired form of visiting a youth. You can sit, usually at a small table, and be with the youth for a short period. Although contact can occur between you and the youth, you are limited in how much touching can take place. Limited physical contact is defined as appropriate handshaking, embracing, and kissing on the cheek at the beginning and end of visitation.
  3. Non-contact visitation (by appointment only) occurs onsite like contact visitation; however, it does not allow for any contact between the visitor and youth.
