The Mahoning Co Jail is a detention center located at 110 5th Ave Youngstown, OH which is operated locally by the Mahoning County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Mahoning County accepts inmates from surrounding towns, Youngstown Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate.

Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can reduce sentences by one day for every 24 hours of work. Inmate workers receive double feeding trays and two mattresses. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, orders may be doubled. Indigent inmates must miss two commissary days to receive a weekly indigent pack containing basic hygiene items, and indigent mail is stamped only for the Attorney of Record or the Court. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. Family or friends may provide money for personal care products, stamps, stationery, etc. for inmates. Money must be deposited at the jail lobby kiosk where it will be credited to the inmate's account. The Post Office requests that no cash be sent in the mail to inmates. Visitation Information

Participation in video visitation at the Mahoning County Justice Center is considered a privilege, not a right, and participants, including visitors and inmates, are expected to adhere to certain standards of behavior during these sessions. The facility reserves the right to deny, cancel, suspend, or terminate a video visit before or during the session and may impose penalties or sanctions, including the denial of further visits without refund.

Registration is at http://www.securustech.net/ or www.videovisitanywhere.com. Video visits cannot be scheduled during the pod's recreation time, and any such scheduling will result in immediate cancellation without notice and no refund will be provided. The schedule for housing unit recreation is available for reference. To participate in video visitation, approval must be obtained at least 24 hours in advance. Registration is done through the designated websites. During the video visit, participants must remain seated, and the use of additional electronic devices, such as cell phones, tablets, cameras, or recording devices, is strictly prohibited.

Participants must also ensure that all clothing remains in place, and any form of partial exposure or nudity is not allowed. Offensive, loud, or disruptive behavior or language is prohibited and may result in disciplinary action. Visitors who knowingly violate court orders will not be permitted visitation privileges.

Any damage to property or engagement in criminal activity will be prosecuted. The use of the video visitation system constitutes consent to monitoring and recording of the visit. Participants are allowed a maximum of two 20-minute video visits per day, and only registered visitors are permitted to participate in the visitation.

The off-site camera may only capture the registered visitors, and any person under 18 years of age must be accompanied by an adult. Any violation of these rules constitutes misconduct and may result in penalties or sanctions, including the denial of further visits, without refund.
