Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. The CDF, previously known as the Maryland Correctional Adjustment Center (MCAC), is a maximum level II (supermax or control unit) prison that houses 511 of the state's more notorious criminals. CDF is situated in Baltimore and operated by the Maryland Department of Public Safety and Correctional Services.
Initially built in 1988, CDF primarily serves as a facility for federal pre-trial detainees since April 4, 2012, under a contract with the United States Marshals Service. State prisoners are no longer held at CDF.
Formerly, inmates at MCAC faced stringent confinement, spending 23 hours in their cells on weekdays and 24 hours on weekends. However, the conditions have since changed for federal detainees, who now have more recreation time and communal activities, including outdoor recreation and shared meals.
Until June 2010, CDF housed Maryland's death row inmates, who were later transferred to North Branch Correctional Institution. Executions previously occurred at the nearby Maryland Penitentiary, now known as the Metropolitan Transition Center.
