The Kemper-Neshoba Co Correctional is a locally operated low to medium-security regional detention center situated at 374 Stennis Industrial Pard Rd in De Kalb, MS. This facility primarily houses individuals awaiting trial or sentencing, as well as those serving shorter sentences, typically less than five years. Kemper-Neshoba Co Correctional accommodates detainees brought in by the Kemper County Sheriff's Office, the Mississippi DOC, De Kalb Police Department, and other nearby law enforcement agencies, including the U.S. Marshal’s Service.

New detainees arrive frequently and may be released on bail, under pretrial supervision, or on their recognizance with a commitment to appear in court. The KNRCF upholds a mission focused on ensuring a safe, secure, and humane environment for both inmates and officers. The facility is staffed by a dedicated team including a warden, captains, lieutenants, sergeants, correctional officers, nurses, chaplains, case workers, and an office manager. All officers undergo comprehensive training, including a 40-hour class on Jail Standards, CPR, self-defense, and first aid protocols, to ensure effective management and response in various situations.

Accommodating both male and female inmates, the facility does not house juveniles, with separate provisions made for them in Scott County, MS. The male section of the jail has a capacity for 280 state, 50 joint county state, and 50 county inmates, while the female section can accommodate 75 state and 12 county inmates. Mail procedures are stringent, with all incoming and outgoing inmate mail meticulously inspected for contraband, except for legal correspondence which is handled differently.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Medical services are readily accessible to inmates, who can request to see the nurse daily by submitting a request outlining their medical needs. The nurse is available around the clock for emergencies, and county inmates requiring medication are advised to bring their prescriptions in the original bottle or have family members deliver them directly to the facility. Medication is dispensed under the supervision of the nurse by physician orders.

Work release programs offer select inmates opportunities for productive engagement, with some participating in activities like trash collection along state roads and repair work for local churches. This initiative not only benefits the community but also fosters a sense of responsibility and contribution among inmates.

The facility provides a range of programs aimed at inmate rehabilitation and skill development. These include Adult Basic Education (ABE), Basic Computer courses, GED preparation, Alcohol & Drug Counseling, Discipleship, Religious Services, Pre-Release preparation, Anger Management, and short-term Alcohol & Drug rehabilitation programs tailored for both male and female inmates. These programs are designed to equip inmates with essential life skills, foster personal growth, and facilitate successful reintegration into society upon release.
