The NCF in Luce County was formerly part of the Newberry Regional Mental Health Center. It is situated on M-123 and serves as a Level I security facility for male prisoners aged 18 and older. The facility has a capacity of 1,104 general population beds, along with four cells utilized for temporary holding purposes.

Programming at the Correctional Facility is comprehensive, aiming to provide educational, vocational, and rehabilitative opportunities for its inmates. Educational offerings include High School Equivalency (HSE), Adult Basic Education (ABE), and vocational training in Welding Trades. Employment counseling, Career Scope, Work Keys, and Employment Readiness programs are also available to aid in offender reintegration into society.

For addressing behavioral issues and promoting personal growth, the facility offers programs such as the Violence Prevention Program (VPP), Thinking for a Change, and Michigan Domestic Violence Programming (MIDVP). Various substance abuse treatment options, including Phase II Substance Abuse, Advanced Substance Abuse Treatment (ASAT), Alcoholics Anonymous (AA), Narcotics Anonymous (NA), and Cross-Addiction (CA) programs, are also provided.
