The Monterey County Rehabilitation Center in Salinas, CA, focuses on successful offender reintegration into society, crucial for effective crime control. With high recidivism rates, evidence-based practices tailor programs for medium to high-risk individuals, reducing repeat offenses. Reentry and Treatment Centers offer structured environments and various programs aiding rehabilitation and community reconnection efforts. Collaborating with the Monterey Sheriff's Department, the California Department of Corrections, and sometimes the US Marshal Service/Federal Bureau of Prisons, comprehensive reentry services prioritize education, substance abuse treatment, and workforce development. Facilities assist officers in monitoring compliance and serve as alternatives to pretrial detention, considering cost-effectiveness and reducing overcrowding. Emphasizing individual needs, family support, and community integration, the center aims for holistic support, empowering successful reintegration.

The Rehabilitation Facility of the Monterey County Jail, part of the broader Detention Division, is tasked with managing the intake, housing, and release of all inmates within the facility. This Division encompasses the Classification Unit, which is responsible for determining and managing the housing assignments and classifications of inmates. The facility houses both sentenced and unsentenced male and female inmates. It features an array of essential services, including an infirmary with medical, psychiatric, and dental staff, a full-scale laundry, a professional kitchen, a library, commissary services, a maintenance shop, and a chapel.

Inmates arrive at the Rehabilitation Facility from various sources, including county police departments, the California Department of Corrections for parole violations, the Probation Department for probation violations, and the Superior Court of California (County of Monterey) following sentencing. The facility utilizes advanced technologies such as Iris Scanning, digital imaging, and fingerprint scanning to ensure efficient and accurate identification, with data electronically sent to the Department of Justice in Sacramento. The booking process is computerized, and the facility employs video arraignment and conferencing to reduce transportation risks and costs.

The Rehabilitation Facility accommodates around 1,100 inmates in 31 separate housing units, including both single cells and open dormitory settings. Sentenced inmates reside in open dormitories and participate in work crews that contribute to various tasks within the facility, such as kitchen work, cleaning, and general maintenance, as well as external duties like groundskeeping and litter pick-up across Monterey County. Unsentenced inmates are housed in a secure unit and do not participate in work crews. Sentenced inmates have access to a broad range of programs including educational and vocational classes, religious services, library services, and drug and alcohol rehabilitation programs. The facility benefits from the support of over 250 volunteers, who assist with various programs. Individuals wishing to volunteer must complete and submit a Corrections Operations Bureau Volunteer Referral Form to the Chief Deputy of the Corrections Operations Bureau.

Visitation Information

Visitation Schedule

Inmates are permitted a minimum of one hour of visitation per week. Each visit is limited to one child and one adult, and time cannot be divided among multiple visitors. Visiting is on a first-come, first-served basis, and visitors should check in at least 30 minutes early. Visiting schedules, which may change, are posted throughout the facility, on the Sheriff’s website, on the information board in the lobby, and on the jail phone message recording. Each housing unit's visiting day and time are also posted in their respective areas. All visits are non-contact.

Visitors must present valid identification, such as a driver’s license, military ID, or passport, and complete an Inmate Visiting Card (SO Form 155) for each inmate they visit. Visitors are allowed to visit only one inmate per day, with exceptions requiring approval from the Shift Sergeant or Jail Operations Commander. Minors must be accompanied by a parent or legal guardian, who must provide proof of their relationship to the child, such as a birth certificate or guardianship documents. If the visitor is not the legal guardian but has a notarized letter from the inmate-parent, they may visit if the letter is verified with the child's birth certificate. Married minors must show proof of emancipation and marriage unless accompanied by a guardian.

Visitors may bring in only one diaper and one bottle for infants. Diaper bags and purses are not allowed. Visitors must adhere to dress codes, wearing appropriate attire with no transparent clothing, tank tops, mini skirts, or clothing with offensive language or gang colors. Visitors under the influence of alcohol or drugs, or who do not control their minor children, will be denied access. Smoking, vaping, and chewing tobacco are prohibited in the visiting area. Personal items such as cameras, cell phones, and electronic devices are banned and may be confiscated. Visitors with contraband may be subject to search, with strip searches conducted only with reasonable suspicion and approval from the on-duty Jail Sergeant.
