This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. The MRCC, situated south of Bismarck along the Missouri River, serves as a 191-bed housing unit for male residents with a minimum custody level. Established in December 1992, MRCC comprises two main housing units: the primary facility constructed in 1992 and a Transitional Housing Unit introduced in February 2016. The center, devoid of surrounding fences, offers a safe and supportive environment conducive to residents' rehabilitation and re-entry into the community.

MRCC prioritizes residents' holistic development through a range of program services encompassing treatment, education, employment, medical care, religious activities, personal wellness, and work release opportunities. With a focus on maintaining proper custody and facilitating residents' self-improvement, the center promotes engagement in treatment, education, and employment endeavors to foster positive changes.

Upon admission, residents undergo an initial interview and orientation conducted by a unit Correctional Case Manager to facilitate their transition. Regular personal contacts between assigned staff members and residents ensure ongoing support and discussion of re-entry skills. Residents are encouraged to comply with staff recommendations to optimize their housing, parole, employment, and custody status.

Telecommunication privileges are granted during recreation hours, with calls subject to staff monitoring, except for legal calls. Residents may place collect calls, excluding 3-way, 1-800, or 1-900 calls, with staff-assisted calls reserved for emergencies. Requests for calls must be submitted to the Deputy Warden in advance for approval.

Stringent rules govern inmate personal property, following DOCR Handbook guidelines. Employment is an expectation for all residents, with opportunities including kitchen, janitorial, buildings/grounds, maintenance, and Rough Rider Industries (RRI) work. RRI tasks typically involve welding, metal cutting, or warehouse work, adhering to RRI standards.

Work release privileges offer residents opportunities to earn income and acquire skills conducive to community reintegration. Eligible residents, meeting specified criteria and within six months of release, may apply for work release. Transportation needs upon discharge are coordinated, with residents encouraged to save money for transportation expenses.

Treatment programs at MRCC encompass various counseling modalities, including CA-BISA, Thinking for Change, Alternative to Violence, and Conflict Resolution, alongside individual counseling sessions. Residents recommended for treatment are placed on waiting lists, often aligned with their discharge or parole board review dates.

Additionally, MRCC collaborates with contract facilities, such as the Bismarck Transition Center and Centre Inc., among others, to provide residential re-entry services. Contracted facilities adhere to DOCR-approved treatment programs, monitored by the Division of Transitional Facilities' Contract Administrator.

Visitation Information

All visitors must complete a visitation application, be pre-approved, and be placed on the resident’s visitation list before visiting.

Resident Family Member or Friend:

All men sentenced to the NDDOCR are received at the North Dakota State Penitentiary (NDSP) in Bismarck. New arrivals will go through an orientation program for approximately four weeks. During orientation, the rules are explained, and various staff members provide information on the programs available. Upon completion of orientation, the Classification Committee meets with the residents and assigns them a custody level, housing unit, and recommends programming (work, education, and therapy) that may be beneficial for the residents during their incarceration. The resident is then placed in the general population at the Missouri River Correctional Center (MRCC).
