Located in Pahrump, NV, NSDC operates as a private contractor with various government agency agreements providing state-minimum custody requirements. Programs are offered to all custody levels, including work release residents focused on reentry success. With a strong emphasis on rehabilitation, NSDC provides comprehensive educational and vocational opportunities. Onsite amenities include dietary, health, fitness, educational, religious, and recreational services. Regular inspections ensure compliance with government standards, ensuring the facility's continued operation.

The NSDC serves as a medium-security prison under contract with the US Marshals Service and Immigration and Customs Enforcement (ICE). The cell blocks are arranged alongside the left, right, and rear sides of the central campus, resembling condominiums or apartments constructed in free-standing modules. Each housing unit consists of two "wings," each with a central rotunda featuring two tiers of cells. The cells are designed for two people and include a bunk bed, sink, and toilet. There are no bars on the cells, and each has a door with a small window.

The compound is double-fenced, with a heavy-duty chain-link fence approximately 20 feet tall enclosing the interior and exterior. The fences curve inward near the top and are topped with razor wire. The exterior fence is taller and equipped with two rolls of razor wire along its top and one along the bottom. The compound inside the fences is devoid of vegetation and contains raked gravel.

Within the first two weeks of arrival, every inmate attends the facility's orientation program and receives a copy of the inmate handbook. The handbook contains essential information for adjusting to life inside the facility and staying connected with family or legal representatives. Topics covered in the handbook include requesting medical appointments, available medical services, religious services, educational programs, recreation, commissary access, hygiene expectations, facility schedules, and visitation information.

Orientation and the inmate handbook are critical components of ensuring that inmates can address their concerns, access available programs and services, and understand the expectations during their stay at the facility.
