By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. The Adult Diagnostic and Treatment Center (ADTC) in New Jersey, operational since 1976, currently houses approximately 700 sexual offenders undergoing treatment, education, vocational studies, and various work positions within the facility. In response to ongoing concerns about sexually dangerous individuals, the Sexually Violent Predator Act was enacted in 1999, leading to the establishment of a Special Treatment Unit jointly operated by the New Jersey Department of Corrections and the Department of Human Services. ADTC serves as a secure correctional facility dedicated solely to the treatment and incarceration of adult male sexual offenders, making it unique nationwide.

Situated in the Avenel section of Woodbridge Township, ADTC is located near East Jersey State Prison, previously referred to as Rahway State Prison. Initially housed in a unit at East Jersey State Prison known as "5-Wing," ADTC relocated to its present location in Avenel to better facilitate its specialized treatment programs.

ADTC accommodates two primary groups: convicted sex offenders sentenced under the New Jersey Sex Offender Act who voluntarily engage in treatment, and individuals who committed sex offenses but are not sentenced under the Act. As of January 1, 2013, the facility housed 681 individuals.

The facility's mission extends beyond mere incarceration to include intensive treatment addressing the root causes of repetitive and compulsive sexual offending behavior. Through a range of programs and therapies, ADTC aims to rehabilitate offenders, diminish recidivism rates, and enhance community safety.

ADTC employs a holistic approach to treatment, offering psychological counseling, behavioral therapy, educational initiatives, and vocational training tailored to the unique needs of each offender, fostering personal growth and behavioral modification.
