The OCPF, managed by the Management and Training Corporation (MTC), is a privately operated men's prison situated in Otero County, NM. Established in 2003, it accommodates up to 1420 inmates. A section of the facility's west wing is designated for housing and educating state inmates. The premises feature an inner perimeter fence facilitating outdoor recreation and access to amenities like the Sweat Lodge. Additionally, state inmates can participate in the Sex Offender Treatment Program (SOTP) offered here.

The Otero County ICE Processing Center at Otero County, in particular, attracted controversy following a December 2017 report by the Department of Homeland Security Office of Inspector General. The report raised concerns about conditions within the facility, indicating that they compromised the rights of detainees, who are intended to be held in civil rather than punitive custody.
