Norfolk CIty Jail is for City Jail offenders sentenced up to twenty four months.

The Norfolk CIty Jail serves as a low/medium-security city detention center located at 811 E City Hall Ave in Norfolk, VA. Operated locally by the police and sheriff's departments, it houses inmates and detainees awaiting trial or sentencing. Most sentenced inmates have terms of less than two years. The facility also accepts inmates from surrounding towns and occasionally from the US Marshal's Service.
New detainees are regularly admitted to the jail, with some being released on bail or placed under pretrial services caseloads. Others may be supervised by probation agencies or released on recognizance with a court appearance agreement. Those who remain in custody await their court appearances at the facility, receiving accommodations such as bedding and meals.

Any transportation of inmates is closely coordinated with records personnel to ensure accurate tracking of inmate whereabouts. Additionally, inmate counts are conducted three times daily to maintain accurate records of the jail population.
Upon arrival at the jail, inmates undergo thorough medical testing to detect and prevent the spread of illnesses before they are assigned to a specific cell block. A key component of security within the jail is the Security Threat Unit (STU), which serves as the primary hub for monitoring security risks and gang-related activities. STU gathers information from various sources, including Norfolk Sheriff’s Office staff and external law enforcement agencies, to identify and track potential security threats. Moreover, STU conducts investigations into criminal offenses occurring within the jail, such as drug-related incidents, weapons possession, and serious assaults. Additionally, STU includes specialized Narcotics Detection Dog Teams to enhance security measures within the facility.
