This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Eastern Oregon Correctional Institution (EOCI) offers a diverse range of programs and services to its inmates, including the Joys of Living Assistance Dog Program, Getting Out by Going In (GOGI), Certified Master Clock Repair Program, Cognitive Behavioral Treatment Program, Art Therapy, Certified Hospice Care Giver Program, Toastmasters, New Directions Program, and various education opportunities such as GED, high school, and college-level classes. Additionally, it provides support groups like Alcoholics Anonymous, Narcotics Anonymous, and the Chronic Disease Self-Management Program. Trade certification programs are also available, including HVAC, SAE Automotive, Welding, Plant Journeyman Electrical Licensing, and water treatment and boiler certification. Furthermore, the institution offers religious services, mindfulness training, food handlers, and bakery certification courses.

Established in 1985, EOCI was authorized by the 62nd Legislative Assembly as Oregon's first medium-security adult male correctional facility outside Marion County. Converted from a state mental hospital originally built in 1912-13, EOCI received its first inmates on June 24, 1985. With 1,682 beds, it ranks as Pendleton's fourth-largest employer.
The institution features 19 separate general population housing units, totaling 596 dormitory beds and 897 cell beds, along with a 99-single occupancy cell Disciplinary Segregation Unit and an eight-bed Infirmary. Education services at EOCI are provided through a partnership with Blue Mountain Community College (BMCC), with approximately 1,000 inmates earning GED certificates or adult high school diplomas since the program's inception in 1986. Additionally, the New Directions Education Project, established in 1999, offers college-transfer classes funded by donations from various sources.
EOCI is renowned for manufacturing the "Prison Blues" line of blue denim clothing and operates a garment factory as one of its two prison industries programs. Its commercial laundry services cater not only to EOCI and Snake River Correctional Institution but also to local entities such as Pendleton's high school, fire department, convention center, and Krusteaz Flour Mill.
