At Oucahita Parish Transitional Work Program's state corrections facility, well-behaved inmates can join a work release program, getting regular jobs in the public sector during the day. Unlike traditional incarceration funded by tax dollars, participants in the TWP earn money to contribute towards their incarceration costs, court-ordered child support, family support, restitution, or fines.

Participants in the Transitional Work Program receive transportation to and from their jobs by commissioned deputies, ensuring punctuality and reliability for employers. The program maintains a zero-tolerance policy for alcohol and drug use, conducting daily testing and monthly random screenings. Employers experiencing issues with participants' performance or behavior can alert program staff for appropriate action, including worker replacement if necessary.

Sheriff Russell continually explores programs to alleviate the financial burden on taxpayers, with the Women’s Transitional Work Program (WTWP) emerging as a notable success. Approved female inmates work off-site for local businesses while housed at the Ouachita Correctional Center (OCC), enabling them to earn income to cover incarceration costs and reduce recidivism rates upon release. Through initiatives like the TWP and WTWP, the Sheriff’s Office aims to promote rehabilitation and successful reintegration into society for incarcerated individuals.
