This facility primarily houses individuals awaiting trial or sentencing, typically for less than two years. It accepts inmates from various jurisdictions, including surrounding towns, municipalities, the US Marshal's Service, and the Livingston Police Department.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. You might qualify for discounts on inmate calls, especially if the communication with your inmate is frequent. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. You may, however, send letters and selfies to inmates with this easy-to-use app, packages starting at only $8.00.

Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. These criteria ensure that only individuals who exhibit responsibility, reliability, and a commitment to positive behavior are allowed to participate. Participation in these programs not only benefits the community through valuable labor contributions but also offers inmates the chance to develop a strong work ethic, learn transferable job skills, and build a sense of accountability.

In certain cases, involvement in community service programs can contribute to a reduction in an inmate's sentence. This incentive reinforces the importance of maintaining good behavior while incarcerated and highlights the program's dual role in supporting both the community and the inmate's journey toward reintegration.

Visitation Information

Overton County Sheriff's Department Corrections Division Visitation Rules & Dress Code. Visitors must fill out and bring in a Visitor Information sheet, which can be obtained here.

Visitors will comply with all Justice Center rules, policies, and procedures. For security reasons, individuals entering or leaving the premises may be subject to a search of their person, parcels, vehicles, or other unusual items.

Dress Code

  • All attire must be conservative to enhance a family atmosphere.
  • Visitors must be fully clothed and must wear shoes or sandals.
  • Dresses and/or skirts, including slits in the garments, shall cover the kneecap when standing.
  • Capri pants are allowed but they are defined as mid-calf in length.
  • Buttons and zippers must remain fastened.
  • Adults and physically mature minor female visitors must wear a bra and undergarments.

The following clothing will NOT be allowed:

  • Transparent, sheer clothing
  • Shorts
  • Dresses and skirts that have slits that expose the knee when standing
  • Open weave sweaters or blouses (i.e. lace)
  • Strapless, tube tops, halter, low cut/backless, spaghetti straps or tops that expose midriff, sleeveless tops/dresses, tank tops, wrap-around dresses/skirts.
  • Layer clothing
  • Tight-fitting clothing (i.e. spandex)
  • Attire displaying obscene/offensive, derogatory language or drawings
  • Attire displaying gang association/gang-related depiction and/or Hats, hoods, caps, shawls or scarves
  • The department shall not be responsible for the loss of personal items brought on the property.

Onsite Visitation Rules

  • Visitation is held on Saturdays & Sundays from 8 am to 4 pm. Visitation is available only through video. Legal and other official visits may be scheduled at the Shift Supervisor's discretion.
  • To schedule a visit you must call on Mondays & Tuesdays between the hours of 8 am to 11 am; ensure you tell the officer ALL the people that will be visiting. If someone is NOT on the visitation list for that week you will NOT be allowed to visit.
  • No inmate may have a visit for the first 7 days of incarceration.
  • Former employees will not be allowed to visit.
  • Pets or animals are not permitted in the facility. Seeing-eye dogs are permitted.
  • Photo ID must be presented every time you visit.
  • Nothing from the outside will be accepted for inmates.
  • Anyone under the age of 18 must be escorted by an adult.
  • Visitors must be on time or you forfeit the visit.
  • Visitors dressed in clothing determined to be inappropriate by staff (such as revealing or sexually suggestive) will not be permitted to visit or will have their visit curtailed and their name removed from the visitation list.
  • All visitors must sign in upon arrival.
  • Guardians will be responsible for the minor's conduct.
  • No food/drink will be allowed in the visitation booths.
  • No cell phones allowed.
  • No keys, purses, diaper bags, infant seats, hats, jackets or backpacks of any kind will be allowed.
  • Leave ALL tobacco products secured in your vehicle.
  • No lighters/matches or weapons of any kind will be allowed.
  • Visitors are expected to maintain appropriate behavior while visiting.
  • Respect other visitors and inmates during visitations.
  • If a visitor appears to be under the influence, they will be prosecuted.
  • Visitation may be cut short or denied for the following reasons: not enough visiting space, lewd or obscene language or gestures, refusal by the inmate or visitor to be searched, refusal by the visitor to show identification, use of false identification or refusal to sign in, failure by the inmate or visitor to follow facility rules, visitors allowing children to disturb others in the waiting or visiting area, inmates or visitors creating a disturbance, any inmate serving disciplinary time will be denied visitation privileges during punitive lockdown except for clergy and attorneys
  • All visitors must wear shoes.
  • Failure to comply with these rules or violation of any state or local laws will result in the termination of all visits and possible charges.
