The Owen Co Jail is a detention center located at 291 Vandalia Ave Spencer, IN which is operated locally by the Owen County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Owen County accepts inmates from surrounding towns, Spencer Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Owen County Security Center, commonly referred to as the jail, serves as the primary detention facility for the county’s inmate population. Jail staff are responsible for ensuring security, supervising inmates, and maintaining the overall operations of the facility. These duties encompass inmate intake, medication distribution, monitoring inmates, facilitating visitation, and providing daily meals.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. You may, however, send letters and selfies to inmates with this easy-to-use app, packages starting at only $8.00.

Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. These criteria ensure that only individuals who exhibit responsibility, reliability, and a commitment to positive behavior are allowed to participate. Participation in these programs not only benefits the community through valuable labor contributions but also offers inmates the chance to develop a strong work ethic, learn transferable job skills, and build a sense of accountability.

In certain cases, involvement in community service programs can contribute to a reduction in an inmate's sentence. Visitation Information

Owen County Security Center Visitation Guidelines

The Owen County Security Center has established a comprehensive visitation policy to ensure a safe and orderly environment for all participants. Visitors must create an account and receive approval before being granted visitation privileges. Accounts can be created online at Homewav.com or through the kiosk located in the jail lobby. During the account setup process, visitors must upload clear, unaltered photos of their ID and face. Any filtered or unclear images will result in denial until compliant photos are provided.

Visitation Options and Procedures

Visits can be conducted online using smartphones, computers, tablets, or other devices with video camera capabilities, an internet connection, a microphone, and a speaker. Those without the required technology at home may use the visitation kiosks available in the jail lobby. Inmates are permitted unlimited online (at-home) visits but are limited to three visits per week when using lobby kiosks.

Clergy Note: Clergy accounts will not be approved. Clergy members must create regular visitor accounts to participate in visitation.

Restrictions on Visitors

Visitors who are co-defendants of the inmate or who have an active no-contact order with the inmate are prohibited from visiting.

Visitation Rules

To maintain a secure and respectful environment, both inmates and visitors must adhere to the following rules:

  1. Smoking, smokeless tobacco, food, and drinks are prohibited in the lobby visiting areas.
  2. Noise levels must remain moderate to avoid disturbing others.
  3. Proper clothing must be worn at all times. Nudity is strictly prohibited.
  4. Photographs, audio or video equipment, and cell phones with cameras are not allowed.
  5. Visitors under the age of 18 are only permitted if they are immediate family members accompanied by a parent or legal guardian or have proof of marriage to the inmate.
  6. Visitors and inmates must behave in an orderly manner at all times.
  7. Visitors suspected of possessing contraband may be subject to a search or have their visit declined.
  8. Any visitor found bringing contraband into the facility will have their visitation privileges terminated indefinitely and may face prosecution.
  9. Visits are limited to 20 minutes per session.
  10. Contact visits are not permitted.
  11. Visitors displaying improper behavior will have their visitation privileges revoked, subject to reinstatement only with approval from the Sheriff or Jail Commander.
  12. Visitors under the influence of alcohol or drugs will be arrested and charged with public intoxication.
  13. Visitors and inmates are only permitted to visit with the individual they are scheduled to see.

Consequences of Rule Violations

Violations of these visitation rules will result in the immediate termination of the visit. Visitors and/or inmates who violate the rules may also lose future visitation privileges.
