The Paulding County Jail, a 631-bed facility located on the Watson Government Complex in Dallas, Georgia, serves dual roles in the detention and correctional system. Completed in 2020, the Jail provides housing for individuals before and after sentencing, accommodating both felony and misdemeanor charges. Those unable to secure bond remain in custody until their court appearance. The facility's primary function includes the receiving, processing, and detention of individuals charged with criminal violations, while its secondary function involves housing sentenced inmates. Sentences under one year for misdemeanor offenses are served within the county facility, whereas those with sentences exceeding one year are transferred to the Georgia Department of Corrections, pending availability at a state facility.

For security purposes, visitors to the Jail must adhere to specific rules, including prohibitions against loitering, smoking, or using cell phones within one hundred feet of the Bonding and Visitation Center. Signage at all entrances ensures that these regulations are communicated effectively.

First Appearance Hearings at the Paulding County Jail are conducted via video conferencing and occur every Monday at 11:00 AM, and Wednesday and Friday at 10:00 AM. During these hearings, a Magistrate judge informs defendants of the charges against them and determines if bond will be set. The hearing does not constitute a formal bond hearing. Inmates are not transported outside the Jail for these appearances, and public attendance is restricted to the Magistrate Courtroom at the Paulding County Courthouse where proceedings can be observed via video link.

The Inmate Work Force Division, supervised by eight Deputies/Detention Officers, manages various external work details. This division oversees inmate labor for tasks such as trash collection along roadways, maintenance of county buildings and parks, cleaning the Paulding County Courthouse, Administration Building, Sheriff's Office, and Jail Facility. Inmates also assist with local events including the Paulding County Air Show, Paulding Meadows Arts and Crafts Festival, Paulding County Trick or Treat Village, Paulding Public Safety Appreciation Day, and the Dallas Christmas Parade. Participation in these work details is limited to inmates with nonviolent charges, typically those sentenced at the county level or held for probation violations. The use of inmate labor significantly reduces operational costs for the county.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate.
