The Phelps Co Jail-ICE is a detention center located at 715 5th Ave Holdrege, NE which is operated locally by the Phelps County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Phelps County accepts inmates from surrounding towns, Holdrege Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

Phelps County Corrections (PCC) operates a 51-bed correctional facility, which opened in 2004, replacing a 16-bed facility built in 1913. The facility is inspected regularly and meets full compliance with both state and federal standards. PCC houses pre-trial and sentenced inmates from Phelps County and surrounding counties as needed. The facility also maintains active contracts with:

  • The Department of Homeland Security for detaining immigration detainees.
  • The United States Marshal Service for federal detainees.
  • The Nebraska Department of Corrections for holding prison inmates.

The mission of Phelps County Corrections is to protect and serve the citizens of Phelps County by providing progressive and comprehensive correctional services. The management and staff are dedicated to creating a safe and secure environment while offering opportunities for rehabilitation and reintegration.

Some are released after putting up bail, are released to a pretrial services caseload, are placed under supervision by a probation agency, or are released on their recognizance with an agreement to appear in court. If there is no release, the inmate must wait here at the jail for their court appearance as a guest of the County, getting a bed and three square meals.

Trustees are inmates who work in the jail as cooks, as orderlies for the staff, in the laundry, or in the commissary. The trustees are paid a very small amount for their time and some jail gives the trustees a few days off their sentence in exchange for their work.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. These criteria ensure that only individuals who exhibit responsibility, reliability, and a commitment to positive behavior are allowed to participate. Participation in these programs not only benefits the community through valuable labor contributions but also offers inmates the chance to develop a strong work ethic, learn transferable job skills, and build a sense of accountability.

In certain cases, involvement in community service programs can contribute to a reduction in an inmate's sentence. This incentive reinforces the importance of maintaining good behavior while incarcerated and highlights the program's dual role in supporting both the community and the inmate's journey toward reintegration.

County Inmates:

  • Bond Amounts: Bonds for warrant arrests are set and can be confirmed by contacting the facility. For new arrests, bonds are determined either by a bond schedule or a judge within 48 hours. Charges will not be disclosed until the defendant has been arraigned.

Bonding Information:

  • Nebraska Department of Corrections Prisoners:
    Phelps County Corrections serves as a holding facility for Nebraska Department of Corrections inmates, who remain under the jurisdiction of the Nebraska DOC. Questions and accounts for these inmates should be directed to the Nebraska Department of Correctional Services.

  • Federal Inmates:
    Phelps County also houses inmates for the United States Federal Marshals. Federal detainees adhere to the policies and procedures established by Phelps County Corrections, but inquiries must be directed to the Federal Marshals Service.

Posting Bond:

  • Bond payments must be made via Certified Cashier’s Check or US Postal Money Order to:

    Monday – Friday by 2 PM, excluding federal holidays.
  • The subject will be released once the facility is notified that the bond has been posted and there are no other holds or detainers in place.

Deportation Regulations:
Detainees scheduled for deportation are prohibited from bringing liquids, items that may melt, and are limited to 40 pounds of personal property.

  • ICE/ and County inmates - MALES: Mondays and Fridays 7:00 pm to 10:00 pm; FEMALES: Tuesdays 7:00 pm to 9:00 pm, Fridays 1:00 pm to 3:00 pm

  • DOC/ Federal inmates - Wednesday 7:00 pm to 10:00 pm; Sunday 1 pm to 4 pm

Special visits may be scheduled due to Holidays and travel time by the visitor contacting Phelps County Corrections to set up an appointment, generally on Sunday, 9:00 am to 11:00 am

Visiting is subject to the following rules and any other posted rules.

  • Visitors must be at least eighteen (18) years old.
  • If under eighteen (18) he/she must be accompanied by his/her parent(s) or legal guardian.
  • Visitors must have photo identification with them.
  • Visitors must register at the public lobby desk.
  • Funds may be brought in by a visitor, cash or money order only.
  • Books may be brought, however they must be donated to the facility.
  • No food, drink or smoking will be permitted in the visiting area.
  • Visitors are subject to be searched. Charges will be filed for any attempt to smuggle or introduce Contraband into the Facility.
  • Contact visits are allowed for Attorneys and cleared Clergy and Counselors only.
  • Any disruptive behavior including intoxication, use of profanity, or failure to comply with a staff member’s instructions by either the inmate or the visitor will be cause for terminating the visiting session and/or restriction on future visitation.
  • Visitors will not be allowed into any other area of the Corrections Facility.
  • Visitation is on a first-come basis. There are five (5) visitors allowed in the visitation area per session, therefore, if the visitation room is full, you may be required to wait for the next visitation period.
  • A visitor must remain in the lobby area once signed in.
  • Adults and children must wear shoes at all times. No halter tops, no swimsuits, no short shorts. The inmates are required to wear shoes and a jumpsuit.
  • All children who are under the age of twelve (12) must be supervised by an Adult
  • Children are expected to sit in the lobby. Any disruptive behavior such as banging on the lockers or running in and out of the restrooms etc. will result in termination of the visitation session and/or restrictions on future visitation.
  • Children who accompany an adult in the visitation room must stay in the visitation room.
  • Children who are disrupting other visitors will cause that visit to be terminated and possible restrictions on future visitations.
  • Children are not allowed to sit on the countertops in the visitation room for the child’s safety.
  • Taking food or drinks into the visitation room may cause the visit to be terminated.
  • Any offensive language used in the lobby may result in that individual being restricted from visiting for some time.
  • No personal items are allowed into the visitation area. Items must be locked in lockers ($0.25 fee) or left in the visitors’ vehicle.
  • Cell phones, Cameras, and recording devices are prohibited.
